This book analyzes the integration process by clearly illustrating to the reader the two sides of the ...argument in order to understand the complexity of the problems in the different stages of the creation and implementation of the European defense policy. In doing so, this study asks the question of why has the process been so halting and of such limited scope? Structured in three parts: Theories, analyzing the theoretical debates raised by the positivist paradigms of neorealism, liberalism and constructivism on European security; History, reflecting on the impacts of the Cold War, American foreign policy, the 2008 economic crisis, and the evolution of European strategy; and, Actors, by looking at the role of European institutions, Member States, and the CSDP on the transformation of the European defense policy since 1998. Each chapter is composed of sub questions allowing the reader to grasp the different forces explaining the deepening or lack of the deepening process of the CSDP. Ultimately, this book offers a unique base for fostering discussion, understanding and critical thinking on the CSDP.

On December 1, 2009 the Treaty of Lisbon entered into force. Although often described as primarily technical, it significantly amended the Treaty on the European Union (TEU) and the old EC Treaty ...(now the Treaty on the Functioning of the European Union, TFEU). This book explores what the Treaty means for social law and social policy at the European level. The first part of the book considers in detail how the general framework looks, at a time of financial crisis, for new foundations for Europe's social market economy. It questions the balance between fundamental social rights and economic freedoms, analyzes the role of the now binding Charter of Fundamental Rights, maps the potential impact of the horizontal clauses on social policy, and addresses the possibilities for social partners to enlarge their role in labor law and industrial relations. The second part, on the social framework of the Treaty, focuses on the development of the EU's competences. EU Foreign Policy and Post-Soviet Conflicts examines EU intervention and non-intervention in conflict resolution, with a specific focus on the EU’s role in the post-soviet conflicts in the South Caucasus and Moldova: Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. It explains how EU foreign policy affected these conflicts, but more importantly what EU intervention in these conflicts reveal about the EU itself. Based on extensive field research, the author argues that the reluctant EU intervention in post-Soviet conflicts results from a dichotomous relationship between EU institutions and some EU member states. Popescu argues this demonstrates that EU institutions use policies of ‘stealth intervention’ where they seek to play a greater role in the post-Soviet space, but they do so through relatively low-profile, uncontroversial and depoliticised actions in order to avoid visible Russian opposition.
Exploring an array of questions related to the EU as a foreign policy actor, this book traces the politics of conflict intervention by EU institutions using original empirical data related to the EU decision making process and will be of interest to students and scholars of European politics, conflict resolution, foreign policy and Post-Soviet politics.

He has worked as a senior foreign policy advisor to the Prime-Minister of Moldova, and researcher at the Centre for European Policy Studies in Brussels.
