Positioning of large energy facilities is, as a rule, accompanied by a strong rejection of local and regional communities, without which it is not possible to determine the location and construction ...conditions for the facility in spatial plans. However, a synergy of three components may enable a successful project realization. Firstly, the application of verified and objective scientific methods for the selection of the most appropriate LNG terminal location. Secondly, the consideration of the best world practices in project documentation preparation for such terminal construction. And lastly, the continuous involvement of the local community into the entire process. The paper presents an approach aimed at solving the problem of choice by applying the methodology of choosing the “best compromise location” based on system characteristics, available data, set criteria, and limitations. The key “dimension” of such a problem is “space”, i.e. the spatial aspects of location selection. The paper provides an overview of the activities, procedures, and methods used to define the optimal location of the receiving LNG terminal in the Republic of Croatia as part of the analysis and research carried out by EKONERG and in the function of creating the Spatial Plan of Primorje-Gorski Kotar County. Accordingly, the main objective of this paper was to highlight the specifics of LNG terminal site selection as well as the possibility of objectively defining the optimal location using the multi-criteria decision-making method that simultaneously takes into account all influential factors and criteria in defining it. The paper uses the methodology of multi-attribute decision process and multicriteria analysis of the selection of the optimal location of the LNG terminal on the territory of Primorje-Gorski Kotar County. It systematically and scientifically analyses, consistently formulates, and proposes elimination and comparative criteria necessary to determine the optimal location of the LNG terminal for the purpose of drafting regional level spatial planning documents. The presented methodology was carried out using the process of multicriteria ranking of variants. The method of weighted sum values was used. Weighting factors are determined partly in an exact way (where possible) and partly based on the application of Delphi group decision-making methods. The methodology was tested on a concrete example of variant analysis for the location of LNG terminals in the Republic of Croatia. By implementing the presented methodology, the location of the northern part of the island of Krk was determined as optimal for the location of the LNG terminal. The aforementioned was implemented in the Spatial Plan of Primorje-Gorski Kotar County, and the first phase of the receiving LNG terminal was built and put into full operation.
Cirsium candelabrum je balkanski endem, vrsta koja nije autohtona u Hrvatskoj. Posljednjih 13 godina
njezino širenje uočeno je samo u Srednjoj Dalmaciji. No u razdoblju od 2015. do 2021. zabilježili ...smo
This study deals with the condition examination of elementary school buildings in Primorje-Gorski Kotar County, Croatia. For schools to be functional and of high quality, adequate maintenance is ...mandatory. Therefore, school maintenance programs need information on the building's condition based on systematic and comprehensive assessments as a primary input. This study aims to establish a framework for assessing the condition of school buildings, based on which information can be obtained quickly and practically regarding the condition of all critical facility elements. To this end, a database on schools and their conditions was created. The conditions of school buildings in terms of damage and defects and their causes were determined. Descriptive and inferential statistical operations were performed on the collected data. A condition assessment of the buildings was performed using a questionnaire survey among the principals, based on the school buildings division model developed in this study; the model presents building elements and a systematic visual condition rating scale. According to the available data, this is Croatia's first condition assessment on elementary school buildings. The main results show that on average, the examined schools are in good condition. Moreover, according to the results, the school building condition is most affected by dilapidation and lack of financial resources.
Snežnik and Gorski Kotar are mountainous areas in the Northern Dinaric Alps. We investigated this remote and densely forested area on the border between Slovenia and Croatia between 2011 and 2014. ...The result of the fieldwork campaign is a 1:30,000 geomorphological map covering almost 600 km
2
. The study area mainly consists of Mesozoic age limestone and dolostone. Karstified carbonate lithology results in almost the complete absence of surface run-off and a dominance of typical karst morphology. The extensive karstified area was modified by Quaternary glaciations; therefore, the recent landscape is characterized as a glaciokarst. The focus of the presented map is to provide a basis for further research of Quaternary glaciations in the areas of Snežnik and Gorski Kotar. Along with the map, we propose a legend for glaciokarst landscape mapping.
Sports and events play an important role in local identity building and creating a sense of community that encourages participation and increases social capital. Rural communities are specific areas ...with special needs and can face challenges and restraints when it comes to event organisation. The purpose of this paper is to identify organisational challenges and analyse the potential to achieving long-term sustainable social and economic outcomes linked to small-scale sports events in rural communities. Organisational challenges of rural communities in terms of organising sport events are examined and discussed using the framework of event leveraging developed by O’Brien and Chalip. This methodology is applied and discussed to a case study focusing on small-scale winter sport events in rural Croatia. Semi-structured interviews with local organisers were conducted in order to collect data on the overall event organisation and management, local coordination, role of community stakeholders and challenges facing strategic planning, with the intent to identify objectives for future events. Results were discussed independently and in the context of the leverage framework, with reflection on its applicability to rural communities as the event organisers. Recommendations are provided based on critical insight from the literature and are oriented on how to streamline the process of organising, delivering and managing of events in remote rural communities. Finally, the idea of inter-community organisation is proposed to ensure long-term social and economic benefits and to address the existing issues of overlapping of stakeholder categories, mixed objectives, distrust among stakeholders and inefficiently used local resources.
Due to their educational purpose, impact on users and quality of education, school buildings are vital institutions in the community, and their adequate maintenance should be mandatory. Studies ...conducted around the world point to specific inadequacies that occur in the school maintenance segment, however studies that examine the entire maintenance management process in detail are rare. With such studies, it is possible to observe all components of maintenance and its management in the observed buildings, it is possible to get a detailed insight into the present inadequacies and problems, and give the best possible answer to them. Observing the territory of the Republic of Croatia, it was noticed that there are no adequate databases on school building maintenance. Given all the above, this paper aims to establish a methodological framework and analyze the entire maintenance management process in Croatian schools to detect potential inadequacies, reveal problems, and identify areas for action to improve maintenance performance and carry out maintenance more efficiently. The current maintenance management process of elementary school buildings in the Primorje-Gorski Kotar County, Republic of Croatia, was examined based on the developed methodological framework. Data on the management process were collected through a questionnaire survey among school principals. The questionnaire was compiled based on an extensive literature review. Maintenance performance through management functions was investigated, namely: maintenance planning, maintenance organization, maintenance directing, and maintenance controlling. Important management factors within each of the mentioned functions were observed. The data analysis revealed specific inadequacies and problems in the maintenance process, and it was shown that maintenance management is not entirely effective. Recommendations were given to improve the current situation. In this way, it is possible to quickly and easily examine the entire management process and identify measures that need to be introduced in schools to improve their business in the maintenance segment. The developed methodological framework can be applied to schools from other areas as well as to other types of buildings.
The paper discusses the phonological system of Smišljak on the basis of the authors field work. According to the previous studies, dialect of Smišljak is a part of the eastern subdialect of kajkavian ...Gorski kotar dialect and it has been depict for this research as a representative dialect of it’s central group. The article contains analysis of inventory, distribution and origin of vowels, consonants and prosodic units. The vowel system of Smišljak dialect is of a monophthong type – it consist of 6 phonemes in short syllables and 5 phonemes in long syllables. There are no differences between the reflexes of yat, front nasal and etymological e. The syllabic is consistently transformed into the vowel u, while the o-reflex is dominant in the case of the back nasal. In addition to this, the vowel u can also be found in the position of the back nasal. The semivowel produces the vowel a in long, and ə in short syllables (dˈān, pˈəs). The reflexes of the semivowel in unstressed syllables are the same as in long ones, that is, examples with both a and ə in this position can be found, and frequently doublets such as donˈesəl || donˈesal can be found in the speech of a single speaker. The consonant system contains 23 units and has the following characteristics: one pair of affri-cates, reflexes of and j in the place of the original * and *, the consonant cluster r-, l > ļ before the long and the short stressed u (occasionally even before i: gˈūļit, krˈūļit), unchanged original *ļ and *ń, final -l, stable v-prothesis, stable status of the phoneme x in its etymological position as well as protheses before the syllabic , replacement of voiced consonants by unvoi-ced ones in the final position and the replacement of the sonant v by the fricative f at the end of the word and before unvoiced consonants. In the idiom of Smišljak the contrast between the rising and falling accents no longer exists. Stressed syllabic vowels can be long or short while the unstressed ones can only be short, that is, in this idiom unstressed long vowels no longer exist. As a result, this system has two accents (ˈ, ˈV) and unstressed short vowels. Both accents can be in all three positions within a word and, with respect to the basic Kajkavian accentual system, deviations are relatively numerous. With the exception of the local idiom of Lukovdol, which was studied and described in 1960s by Vida Barac-Grum and Božidar Finka, the Kajkavian idioms of the eastern Gorski kotar subdialect have until recently been barely studied. Only more recent studies of this dialectologically extremely heterogeneous area have contributed to their better understanding and classification. The phonological description of the idiom of Smišljak is therefore intended as a contribution to a better understanding of the Kajkavian idioms of eastern Gorski kotar.
