이 논문은 그 동안 국내외 학계에 알려지지 않은 ‘미’고증의 문헌 『全史銓評』(22책)을 연구의 대상으로 삼았다. 현재 규장각 한국학연구원이 소장하고 있는 이 문헌은 편자와 편간 연대 ‘미상’으로 알려져 왔다. 그러나 필자의 고증과 분석에 따르면 『전사전평』은 正祖 이산(1752~1800)이 즉위하기 한해 전인 영조 51년(1775)에 완성된 ...역사평론집이다.
그 유력한 증거는 『弘齋全書』에 수록된 「題全史銓評」과 「群書標記」이다. 관련 기록에 의하면 『전사전평』은 동궁시절 정조가 『史記』로부터 『明史』에 이르는 全史를 통독하는 과정에서 紀傳體 正史에 부록된 「贊」·「論」 등의 평론부분을 집록한 문헌임을 밝히고 있다.
그런데 여기에는 「贊」·「論」 이외에 「志」의 서론 부분에 해당하는 내용까지 수록되어 있다. 즉, 기전체 正史에는 「天文」·「律曆」·「地理」·「禮」·「樂」·「選擧」·「職官」·「食貨」·「兵」·「刑法」·「藝文」 등등의 「志」가 편성되어 있는데, 정조는 역대 「志」의 ‘序’에 해당하는 방대한 내용까지 『전평』에 수록했다. 이는 역사 인물에 대한 평론뿐만 아니라 천문·자연지리·정치·법률·군사·관직·경제·문화제도 등 治國의 주요 영역에 대한 그의 연구가 단지 과거 역사에 대한 지적 탐구에 머물지 않았다는 것을 말해준다. 즉, 그가 동궁시절에 구상한 국정운영과 정책 방향에 대한 밑그림은 全史에 대한 이해와 분석을 통해 그려졌다.
본고에서 필자는 『전사전평』의 집록과 거의 같은 시점에 편수 중이었던 일련의 宋史書에 주목했다. 즉, 동궁시절 정조는 『宋史詳節』·『宋史撮要』·『宋史筌』 등 세 부의 사서와 『전사전평』을 동시에 집필 중이었다. 정조가 全史 가운데 특히 『송사』를 중시한 것은 유교왕조 조선이 감계로 삼아야 할 직접적인 대상으로 宋朝를 지목했기 때문이다. 유교적 문치주의와 신유학을 완성한 송조는 체제·이념·사상에서 조선과 가장 닮아 있었고, 그 흥망성쇠의 과정은 조선이 비춰봐야 할 역사적 ‘거울鑑’이었다.
This paper isThis article is a research paper on an ancient book whose author and publication year are unknown to date. The book, titled “Historical Reviews From Twenty-Four Histories”(全史銓評) is a collection of historical reviews currently owned by Kyujanggak Institute for Korean Studies. I found that this book was written by Crown Prince Lee San in 1775 and extracted only all of the historical criticisms while reading 24 official history books in China.
Even before his accession, King Jeongjo, the 22nd monarch of Joseon, closely examined the historical records of China and Choseon and established the basic direction of future state administration and various policies. Although this book is an excerpt and copy of only the criticisms of twenty-four books of history ranging from “Records of the Grand Historian”(史記) to “History of Ming”(明史), Jeong-jo placed great importance on this historical criticism book. This is because he used his own historical mirror to evaluate the reign and characters of successive monarchs recorded in historical books.
This book is a valuable historical heritage that reflects Jeong-jo’s method of studying history and his perspective on history in the late Joseon Dynasty. In particular, this book served as the basis for completing the review section of “The Filtering Of Song Dynasty History” (150 volumes), which he compiled after his accession, and also provided him a basic data for a detailed understanding of the historical process of success and failure of Confucian politics during the Song Dynasty.

No pathogen, including the influenza virus that caused the 1918 pandemic, caused more deaths than malaria during 1905–1945. Early reports of malaria eradication in Venezuela helped spark the world’s interest in global eradication. We describe early approaches to malaria epidemiology in Venezuela and how this country developed an efficient control program and an approach to eradication. Arnoldo Gabaldón was a key policy maker during this development process. He directed malaria control in Venezuela from the late 1930s to the end of the 1970s and contributed to malaria program planning of the World Health Organization. We discuss how his efforts helped reduce the incidence of malaria in Venezuela and how his approach diverged from World Health Organization guidelines.

Over the course of human history, malaria has been one of the deadliest tropical diseases encountered by humans. This is because a population stricken with malaria may suffer two negative pressures: acute fatalities from severe malaria, particularly in young children, and long-lasting debilitating symptoms and socio-economic impacts of recurrent and persistent malaria. Here, we present three successive historical stories, stepping stones, the second and third stones having learnt from the previous one, and which was to eventually lead to successful malaria elimination. Each country map tells its own story of change made possible only by an anti-malaria activity.
