NIMBY (Not in My Back Yard) incidents often affect the progress of infrastructure construction and sometime may cause social instability. The public's NIMBY attitude is affected by various factors, ...which also lead to the development of NIMBY incidents. To explore the influence of the public's internal composition and external environment on the evolution of the public's NIMBY attitude, a bounded trust model of the public's continuous viewpoint to a NIMBY event is constructed in this study based on opinion dynamics theory. The evolution process of the public's attitude in different internal and external situations is also simulated. Among the public, the evolution of the individual public's NIMBY attitude is affected by the individual communication in their network of relations. According to their degree of influence, the public can be divided into three categories: ordinary individuals, opinion leaders, and diehards. In external environment, the public's attitude is influenced by the timeliness and compensation degree of the government's response to a NIMBY incident and the information transmitted by the media. The simulation results show that during the public's opinion exchange, opinion leaders and diehards in a group usually have a strong impact on the evolution of the public's NIMBY opinion. Moreover, the government's environmental compensation can only alleviate the NIMBY conflict temporarily. The findings also indicate that the government and the media should maintain the authenticity of information disclosure, and public participation and multiparty cooperation mechanism should also be encouraged.

The approaches, mathematical models and methods that became the basis for the creation of an innovative model and a new structure of the management system, the integration of the architecture of the computer environment of data of critical objects of the infrastructure of railway transport, meet the requirements of modernity and the strategy of sustainable development of the transport infrastructure. Management of an intelligent computer environment in the context of the railway power supply system is a complex process that includes the use of various technologies and strategies to optimize the functioning of systems, increase reliability, ensure efficient use of electricity, and ensure the transportation process. The basis of the creation of an intelligent computer environment is the principle of a single informational and synchronous space for the formation of primary information, which is an important concept in the development of intelligent control systems for the power supply system of railway transport. This principle requires that all parameters and data that are collected from different systems of power supply facilities should be combined in a single information space and be available for analysis and management in real time. This principle creates the basis for innovative solutions in the field of railway power supply system management, and the use of the Internet of Things, artificial intelligence, machine learning and deep learning allows the development of systems that meet modern requirements for the efficiency and reliability of energy systems. The use of the approach of deep mutual integration of the architecture of the computer environment is key in the possibility of automating the processes of data collection and analysis, as well as in improving the interaction between the components of the systems of power supply facilities of railway transport, the reliability and efficiency of the system, which makes it more flexible and adaptive to changes in load and working conditions. The research presented in the work can be used in practice in organizations, structural units and at the levels of the management system of critical infrastructure objects in railway transport, transport sector enterprises, which will allow a quick response to an emergency situation and switch to backup modes, ensuring reliability and availability of power supply in conditions of challenges.

При розробці інноваційної моделі глибокої взаємоінтеграції архітектури інтелектуального комп’ютерного середовища управління об’єктами системою електропостачання залізничного транспорту єдиною актуальною задачею є вирішення проблем ефективного та надійного електропостачання електроенергії на тягу поїздів для забезпечення перевізного процесу. Підходи, математичні моделі та методи, які стали основою до створення інноваційної моделі та нової структури системи управління, інтеграції архітектури комп’ютерного середовища даних критичних об’єктів інфраструктури залізничного транспорту, відповідають вимогам сучасності та стратегії сталого розвитку транспортної інфраструктури. Управління інтелектуальним комп'ютерним середовищем в контексті системи електропостачання залізничного транспорту є складним процесом, що включає в себе використання різних технологій та стратегій для оптимізації функціонування систем, підвищення надійності, забезпечення ефективного використання електроенергії, забезпечення перевізного процесу. В основі створення інтелектуального комп'ютерного середовища лежить принцип єдиного інформаційно-синхронного простору для формування первинної інформації, що є важливою концепцією в розвитку інтелектуальних систем управління системою електропостачання залізничного транспорту. We apply pattern‐matching techniques to contrast qualitative case study data with perspectives from strategic management and institutional economics about how a firm can address ...voids in market‐based institutions. We identify a novel approach whereby the firm builds an open institutional infrastructure (OII) by investing in a pool of resources widely accessible beyond its exchange partners. To collectively govern OII, the firm must empower other actors within multilateral cross‐sector partnerships, and it must enforce the resulting rules through relational norms based on alignment between public and private value creation. These findings, achieved by adapting Elinor Ostrom's principles of polycentric governance to corporate actors who take the lead in building OII, advance our understanding of new organizational forms that transcend the traditional boundaries of firms and markets.
Managerial Summary
Emerging markets typically present additional obstacles for business operations because they lack the necessary underlying institutional infrastructure such as access to capital and labor markets. We introduce a new way for firms to overcome these obstacles—which we call building an OII—by investing in such infrastructure themselves and making it available to their commercial partners, local communities, and even to competitors. Firms must empower those actors to take the lead in collectively defining the rules for accessing this infrastructure, by orchestrating cross‐sector partnerships. This process creates relational norms around the alignment of public and private interests, which ultimately can promote firms' competitive advantage.

The infrastructure under development for specification ...standards in AM is presented, and the research on geometrical dimensioning and tolerancing for AM is reviewed. Post-process metrology is covered, including the measurement of surface form, texture and internal features. In-process requirements and developments in AM are discussed along with the materials metrology that is pertinent to geometrical measurement. Issues of traceability, including benchmarking artefacts, are presented. The information in the review sections is summarized in a synthesis of current requirements and future research topics.
