Los procedimientos para la divulgación y el acceso a la información entre las redes sociodigitales y los medios de comunicación tradicionales son distintos; esas diferencias son las que distinguen el tipo de noticias (falsas o verdaderas) que adquieren los consumidores y que, por tanto, influirán en la percepción de la realidad que tengan las audiencias. Van Dijck (2016: 19) refiere que los seguidores en las redes sociales son el número de personas que siguen, le dan me gusta y comparten los post o imágenes de un influencer, quien a su vez, entre más contactos tenga, más valor tendrá, porque con ello demuestra su popularidad. De acuerdo con la autora, la cantidad de "me gusta"5 que recibe una imagen o comentario no es una virtud atribuida de manera consciente, sino el resultado de un cálculo algorítmico6 derivado de la cantidad de clicks que se le dan a ciertas ideas o personas relacionadas con el tipo de contenido que comparten o publican; esto supone la evaluación cuantitativa. Surgieron las empresas consultoras, creadores de contenido, también llamados "granjas de bots o trolls", las cuales tienen -refiere Fregoso (2018)- entre sus funciones la de generar estrategias de información o desinformación creando contenidos y convirtiéndolos en trending topics; y, asimismo, se relacionan con influencers. La importancia del control de la información se debe a su capacidad de generar opinión pública, con el interés de persuadir o disuadir el apoyo a ciertas decisiones que los gobiernos toman o políticas que impulsan. En la mayor parte de las sociedades industrializadas, el control de la información es un asunto de creciente interés para los gobiernos (1991: 103). Es por ello que en diferentes naciones y en diversos regímenes políticos el control de la información se ha convertido en una función aceptada del gobierno; desde los totalitarios, autoritarios y los democráticos se ha considerado la importancia de la información. En el caso de los países democráticos, el libre acceso a las noticias, tanto en su elaboración y difusión, es un derecho fundamental del individuo.

Recently, several digital divide scholars suggested that a shift is needed from a focus on binary Internet access (first-level digital divide) and Internet skills and use (second-level digital divide) to a third-level digital divide in which the tangible outcomes of Internet use are highlighted. A plethora of studies have been conducted to identify determinants of digital divides. Unfortunately, there is a lack of consistency in the terminology used. Moreover, terms are often not theoretically grounded. Therefore, we conducted a systematic literature review of digital divide determinants. The results show that the third-level digital divide was underexposed. The primary focus is on Internet use. More importantly, the identified determinants show that digital divide research is largely limited to sociodemographic and socioeconomic determinants.
