In Policing the City, Harris seeks to explain the transformation of criminal justice, particularly the transformation of policing, between the 1780s and 1830s in the City of London. As utilitarian ...legal reformers argued that criminal deterrence ought to be based on certain and rational punishment rather than random execution, they also had to control the discretionary authority of enforcement. This meant in theory and practice the centralization of policing in the 1830s, and the end of local policing, which was seen as corrupt, inefficient, and unsuitable for rational criminal justice. Revolutionary changes in policing began locally, however, in the 1780s. Such local changes preceded and inspired national reforms, and local policing up to the centralizing measures of the 1830s remained dynamic, responsive, and locally accountable right until its demise. Anxiety about policing had as much to do with the social origins of the police as it did about the origins of criminality, and control over the discretionary authority of watchmen and constables played a larger role in criminal justice reform than the nature of crime. The national, metropolitan, and City police reforms of the late 1830s were thus the culmination of a contentious argument over the meanings of justice, efficiency, and order, rather than its beginning. Harris's evidence reveals how what we've come to think of as “modern”policing evolved out of local practice and reflects shifts in wider debates about crime, justice, and discretionary authority.

This is a detailed study of the various ways in which London and India were imaginatively constructed by British observers during the nineteenth century. This process took place within a unified ...field of knowledge that brought together travel and evangelical accounts to exert a formative influence on the creation of London and India for the domestic reading public. Their distinct narratives, rhetoric and chronologies forged homologies between representations of the metropolitan poor and colonial subjects - those constituencies that were seen as the most threatening to imperial progress. Thus the poor and particular sections of the Indian population were inscribed within discourses of western civilization as regressive and inferior peoples. Over time these discourses increasingly promoted notions of overt and rigid racial hierarchies, the legacy of which remains to this day. This comparative analysis looks afresh at the writings of observers such as Henry Mayhew, Patrick Colquhoun, Charles Grant, Pierce Egan, James Forbes and Emma Roberts, thereby seeking to rethink the location of the poor and India within the nineteenth-century imagination. Drawing upon cultural and intellectual history it also attempts to extend our understanding of the relationship between 'centre' and 'periphery'. The other empire will be of value to students and scholars of modern imperial and urban history, cultural studies, and religious studies.

"Now a byword for beauty, Verdi’s operas were far from universally acclaimed when they reached London in the second half of the nineteenth century. Why did some critics react so harshly? Who were ...they and what biases and prejudices animated them? When did their antagonistic attitude change? And why did opera managers continue to produce Verdi’s operas, in spite of their alleged worthlessness? Massimo Zicari’s Verdi in Victorian London reconstructs the reception of Verdi’s operas in London from 1844, when a first critical account was published in the pages of The Athenaeum, to 1901, when Verdi’s death received extensive tribute in The Musical Times. In the 1840s, certain London journalists were positively hostile towards the most talked-about representative of Italian opera, only to change their tune in the years to come. The supercilious critic of The Athenaeum, Henry Fothergill Chorley, declared that Verdi’s melodies were worn, hackneyed and meaningless, his harmonies and progressions crude, his orchestration noisy. The scribes of The Times, The Musical World, The Illustrated London News, and The Musical Times all contributed to the critical hubbub. Yet by the 1850s, Victorian critics, however grudging, could neither deny nor ignore the popularity of Verdi’s operas. Over the final three decades of the nineteenth century, moreover, London’s musical milieu underwent changes of great magnitude, shifting the manner in which Verdi was conceptualized and making room for the powerful influence of Wagner. Nostalgic commentators began to lament the sad state of the Land of Song, referring to the now departed ""palmy days of Italian opera."" Zicari charts this entire cultural constellation. Few measures, if any, could claim to have had a greater impact on British society than the poor law. As a comprehensive system of relieving those in need, the poor law provided relief for a ...significant proportion of the population but influenced the behaviour of a much larger group that lived at or near the margins of poverty. It touched the lives of countless numbers of individuals not only as paupers but also as ratepayers, guardians, officials and magistrates.
This system underwent significant change in the nineteenth century with the shift from the old to the new poor law. The extent to which changes in policy anticipated new legislation is a key question and is here examined in the context of London. Rapid population growth and turnover, the lack of personal knowledge between rich and poor, and the close proximity of numerous autonomous poor law authorities created a distinctly metropolitan context for the provision of relief.
This work provides the first detailed study of the poor law in London during the period leading up to and after the implementation of the Poor Law Amendment Act of 1834. Drawing on a wide range of primary and secondary sources the book focuses explicitly on the ways in which those involved with the poor law - both as providers and recipients - negotiated the provision of relief. In the context of significant urban change in the late eighteenth and nineteenth century, it analyses the poor law as a system of institutions and explores the material and political processes that shaped relief policies.
