Nuclear Logics examines why some states seek nuclear weapons while others renounce them. Looking closely at nine cases in East Asia and the Middle East, Etel Solingen finds two distinct regional ...patterns. In East Asia, the norm since the late 1960s has been to forswear nuclear weapons, and North Korea, which makes no secret of its nuclear ambitions, is the anomaly. In the Middle East the opposite is the case, with Iran, Iraq, Israel, and Libya suspected of pursuing nuclear-weapons capabilities, with Egypt as the anomaly in recent decades. Identifying the domestic conditions underlying these divergent paths, Solingen argues that there are clear differences between states whose leaders advocate integration in the global economy and those that reject it. Among the former are countries like South Korea, Taiwan, and Japan, whose leaders have had stronger incentives to avoid the political, economic, and other costs of acquiring nuclear weapons. The latter, as in most cases in the Middle East, have had stronger incentives to exploit nuclear weapons as tools in nationalist platforms geared to helping their leaders survive in power. Solingen complements her bold argument with other logics explaining nuclear behavior, including security dilemmas, international norms and institutions, and the role of democracy and authoritarianism. Her account charts the most important frontier in understanding nuclear proliferation: grasping the relationship between internal and external political survival. Lottaz, Iwama, and their contributors investigate the role of neutral and nonaligned European states during the negotiations for the Treaty on the Nonproliferation of Nuclear Weapons (NPT). Focusing ...on the years from the Irish Resolution of 1958 until the treaty’s opening for signatures ten years later, the nine chapters written by area experts highlight the processes and reasons for the political and diplomatic actions the neutrals took, and how those impacted the multilateral treaty negotiations. Too often, our focus on the relative handful of countries with nuclear weapons keeps us from asking an important question: Why do so many more states not have such weapons? More important, what can ...we learn from these examples of nuclear restraint? Maria Rost Rublee argues that in addition to understanding a state's security environment, we must appreciate the social forces that influence how states conceptualize the value of nuclear weapons. Much of what Rublee says also applies to other weapons of mass destruction, as well as national security decision making in general. The nuclear nonproliferation movement has created an international social environment that exerts a variety of normative pressures on how state elites and policymakers think about nuclear weapons. Within a social psychology framework, Rublee examines decision making about nuclear weapons in five case studies: Japan, Egypt, Libya, Sweden, and Germany. In each case, Rublee considers the extent to which nuclear forbearance resulted from persuasion (genuine transformation of preferences), social conformity (the desire to maximize social benefits and/or minimize social costs, without a change in underlying preferences), or identification (the desire or habit of following the actions of an important other). The book offers bold policy prescriptions based on a sharpened knowledge of the many ways we transmit and process nonproliferation norms. The social mechanisms that encourage nonproliferation-and the regime that created them-must be preserved and strengthened, Rublee argues, for without them states that have exercised nuclear restraint may rethink their choices.
Do alliances curb states from developing nuclear weapons? If so, what kind of alliances work best and how do they function? This book looks at what makes alliances credible enough to prevent nuclear ...proliferation, how alliances can breakdown and encourage nuclear proliferation, and whether security guarantors like the United States can use their alliance ties to end the nuclear efforts of their allies. The author finds that military alliances are, surprisingly, less useful for preventing allies from acquiring nuclear weapons; that it is easier to prevent an ally from initiating a nuclear program than to stop an ally that has already started one; and that economic or technological reliance works better to reverse or to halt an ally’s nuclear bid than other factors. This book uses intensive case studies on West Germany, Japan, and South Korea, as well as a series of smaller cases on Great Britain, France, Norway, Australia, and Taiwan, to examine this critical issue.
Oleoresin of Dipterocarpus alatus Roxb. ex G. Don (DA) has been traditionally used for local medicinal applications. Several in vitro studies have indicated its pharmacological potential. However, ...the low water solubility hinders its use and development for pharmaceutical purposes. The study aimed to (1) formulate oil-in-water (o/w) Pickering emulsions of DA oleoresin and (2) demonstrate its activities in cancer cells. The Pickering emulsions were formulated using biocompatible carboxylated cellulose nanocrystal (cCNC) as an emulsifier. The optimized emulsion comprised 3% (F1) and 4% (v/v) (F2) of oleoresin in 1% cCNC and 0.1 M NaCl, which possessed homogeneity and physical stability compared with other formulations with uniform droplet size and low viscosity. The constituent analysis indicated the presence of the biomarker dipterocarpol in both F1 and F2. The pharmacological effects of the two emulsions were demonstrated in vitro against two cancer cell lines, HepG2 and HCT116. Both F1 and F2 suppressed cancer cell viability. The treated cells underwent apoptosis, as demonstrated by distinct nuclear morphological changes in DAPI-stained cells and Annexin V/PI-stained cells detected by flow cytometry. Our study highlights the prospect of Pickering emulsions for oleoresin, emphasizing enhanced stability and potential pharmacological advantages.
