Natural resource extraction has fueled protest movements in Latin America and existing research has drawn considerable scholarly attention to the politics of antimarket contention at the national ...level, particularly in Ecuador, Bolivia, and Argentina. Despite its residents reporting the third-highest level of protest participation in the region, Peru has been largely ignored in these discussions.In this groundbreaking study, Moisés Arce exposes a longstanding climate of popular contention in Peru. Looking beneath the surface to the subnational, regional, and local level as inception points, he rigorously dissects the political conditions that set the stage for protest. Focusing on natural resource extraction and its key role in the political economy of Peru and other developing countries, Arce reveals a wide disparity in the incidence, forms, and consequences of collective action.Through empirical analysis of protest events over thirty-one years, extensive personal interviews with policymakers and societal actors, and individual case studies of major protest episodes, Arce follows the ebb and flow of Peruvian protests over time and space to show the territorial unevenness of democracy, resource extraction, and antimarket contentions. Employing political process theory, Arce builds an interactive framework that views the moderating role of democracy, the quality of institutional representation as embodied in political parties, and most critically, the level of political party competition as determinants in the variation of protest and subsequent government response. Overall, he finds that both the fluidity and fragmentation of political parties at the subnational level impair the mechanisms of accountability and responsiveness often attributed to party competition. Thus, as political fragmentation increases, political opportunities expand, and contention rises. Andean Truths: Transitional Justice, Ethnicity, and Cultural Production in Post-Shining Path Peru studies how literature, drama, film, and the visual arts contest the dominant narrative of national ...peace and reconciliation, as constructed by Peru’s Truth and Reconciliation Commission. Established in 2001, the Commission aimed to ‘investigate and make public the truth’ of the country’s twenty-year civil war, drawing upon homologous predecessors that provided a highly scripted model of truth-gathering and national healing. In this model, a predetermined collective mourning, catharsis, and reconciliation would move the nation forward in a consensually-determined fashion. Andean Truths shows that the Peruvian case proves internationally-endorsed models insufficient for arriving at the ‘truth’ of a national trauma that primarily affected disenfranchised ethnic groups, namely, the Andean Quechua speaking populations that accounted for the overwhelming majority of victims of the violence. Even as scholars recognize the importance of bringing multiple voices to the table in discussing post-Shining Path Peru, we are still trying to understand what a more Andean-oriented transitional justice process might entail. Drawing on theories of decoloniality, intercultural communication and epistemological diversity (following scholars such as Enrique Dussel, Aníbal Quijano and Boaventura de Sousa Santos), Lambright analyzes cultural products, from the theater of Yuyachkani to the narrative of Oscar Colchado Lucio, the art of Edilberto Jiménez, and other popular artistic responses, that highlight Andean understandings of the conflict and its aftermath. These cultural products challenge dominant understandings of the conflict and question Peru’s ability to overcome its collective trauma without seriously reconsidering prevailing cultural paradigms.
InThe Andes Imagined,Jorge Coronado not only examines but also recasts theindigenismomovement of the early 1900s. Coronado departs from the common critical conception ofindigenismoas rooted in novels ...and short stories, and instead analyzes an expansive range of work in poetry, essays, letters, newspaper writing, and photography. He uses this evidence to show how the movement's artists and intellectuals mobilize the figure of the Indian to address larger questions about becoming modern, and he focuses on the contradictions at the heart ofindigenismoas a cultural, social, and political movement.
By breaking down these different perspectives, Coronado reveals an underlying current in which intellectuals and artists frequently deployed their indigenous subject in order to imagine new forms of political inclusion. He suggests that these deployments rendered particular variants of modernity and makeindigenismorepresentational practices a privileged site for the examination of the region's cultural negotiation of modernization. His analysis reveals a paradox whereby the un-modernindiobecomes the symbol for the modern itself.

Viewing a variety of narratives through the lens of inebriation imagery, this book explores how such imagery emerges in colonial Peru as articulator of notions of the self and difference, resulting ...in a new social hierarchy and exploitation. Reading Inebriation evaluates the discursive and geo-political relevance of representations of drinking and drunkenness in the crucial period for the consolidation of colonial power in the Viceroyalty of Peru, and the resisting rhetoric of a Hispanicized native Andean writer interested in changing stereotypes, fighting inequality, and promoting tolerance at imperial level in one of the main centers of Spanish colonial economic activity in the Americas. In recognizing and addressing this imagery, Mónica Morales restores an element of colonial discourse that hitherto has been overlooked in the critical readings dealing with the history of sixteenth and early seventeenth-century Andes. She presents drinking as the metaphorical site where Western culture and the New World collide and define themselves on the grounds of differing drinking rituals and ideas of moderation and excess. Narratives such as dictionaries, legal documents, conversion manuals, historical writings, literary accounts, and chronicles frame her context of analysis.
Climate change is beginning to have effects on climate, weather and resource availability in ways that need to be anticipated when planning for the future. In particular, changes in rainfall patterns ...and temperature may impact the intensity or schedule of water availability. Also the retreat of tropical glaciers, the drying of unique Andean wetland ecosystems, as well as increased weather variability and weather extremes will affect water regulation. These changes have the potential to impact the energy and other sectors, such as agriculture, and could have broader economic effects.Anticipating the impacts of climate change is a new frontier. There are few examples of predictions of the impact of climate change on resource availability and even fewer examples of the applications of such predictions to planning for sustainable economic development. However, having access to an effective methodology would allow planners and policy makers to better plan for adaptation measures to address the consequences of climate change on the power and water sectors.This report presents a summary of the efforts to develop methodological tools for the assessment of climate impacts on surface hydrology in the Peruvian Andes. It is targeted to decision makers in Peru and in other countries to give them guidance on how to choose available and suitable tools and make an assessment of climate impacts on water regulation.
Archeologists have always considered the beginnings of Andean civilization from c.13,000 to 6,000 years ago to be important in terms of the appearance of domesticated plants and animals, social ...differentiation, and a sedentary lifestyle, but there is more to this period than just these developments. During this period, the spread of crop production and other technologies, kinship-based labor projects, mound-building, and population aggregation formed ever-changing conditions across the Andes. From Foraging to Farming in the Andes proposes a new and more complex model for understanding the transition from hunting and gathering to cultivation. It argues that such developments evolved regionally, were fluid and uneven, and were subject to reversal. This book develops these arguments from a large body of archaeological evidence, collected over 30 years in two valleys in northern Peru, and then places the valleys in the context of recent scholarship studying similar developments around the world.

Archaeological data from Las Varas, Peru, that establish the importance of ritual in constructing ethnic boundaries
Recent popular discourse on nationalism and ethnicity assumes that humans by nature ...prefer “tribalism,” as if people cannot help but divide themselves along lines of social and ethnic difference. Research from anthropology, history, and archaeology, however, shows that individuals actively construct cultural and social ideologies to fabricate the stereotypes, myths, and beliefs that separate “us” from “them.” Archaeologist Howard Tsai and his team uncovered a thousand-year-old village in northern Peru where rituals were performed to recognize and reinforce ethnic identities.
This site—Las Varas—is located near the coast of Peru in a valley leading into the Andes. Excavations revealed a western entrance to Las Varas for those arriving from the coast and an eastern entryway for those coming from the highlands. Rituals were performed at both of these entrances, indicating that the community was open to exchange and interaction, yet at the same time controlled the flow of people and goods through ceremonial protocols. Using these checkpoints and associated rituals, the villagers of Las Varas were able to maintain ethnic differences between themselves and visitors from foreign lands.
Las Varas: Ritual and Ethnicity in the Ancient Andes reveals a rare case of finding ethnicity relying solely on archaeological remains. In this monograph, data from the excavation of Las Varas are analyzed within a theoretical framework based on current understandings of ethnicity. Tsai’s method, approach, and inference demonstrate the potential for archaeologists to discover how ethnic identities were constructed in the past, ultimately making us question the supposed naturalness of tribal divisions in human antiquity.
InThe Affinity of the Eye: Writing Nikkei in Peru, Ignacio López-Calvo rises above the political emergence of the Fujimori phenomenon and uses politics and literature to provide one of the first ...comprehensive looks at how the Japanese assimilated and inserted themselves into Peruvian culture. Through contemporary writers' testimonies, essays, fiction, and poetry, López-Calvo constructs an account of the cultural formation of Japanese migrant communities. With deftly sensitive interviews and comments, he portrays the difficulties of being a Japanese Peruvian. Despite a few notable examples, Asian Peruvians have been excluded from a sense of belonging or national identity in Peru, which provides López-Calvo with the opportunity to record what the community says about their own cultural production. In so doing, López-Calvo challenges fixed notions of Japanese Peruvian identity.The Affinity of the Eyescrutinizes authors such as José Watanabe, Fernando Iwasaki, Augusto Higa, Doris Moromisato, and Carlos Yushimito, discussing their literature and their connections to the past, present, and future. Whether these authors push against or accept what it means to be Japanese Peruvians, they enrich the images and feelings of that experience.
