Daniel Beer argues that in the late Imperial years ...liberal psychiatrists, psychologists, and criminologists grappled with an intractable dilemma. They sought to renovate Russia, to forge a modern enlightened society governed by the rule of law, but they feared the backwardness, irrationality, and violent potential of the Russian masses. Situating their studies of degeneration, crime, mental illness, and crowd psychology in a pan-European context, Beer shows how liberals' fears of societal catastrophe were only heightened by the effects of industrial modernization and the rise of mass politics.

In this original, bottom-up account of the evolution of contemporary Russia, Alena Ledeneva seeks to reveal how informal power operates. Concentrating on Vladimir Putin's system of governance - ...referred to as sistema - she identifies four key types of networks: his inner circle, useful friends, core contacts and more diffuse ties and connections. These networks serve sistema but also serve themselves. Reliance on networks enables leaders to mobilise and to control, yet they also lock politicians, bureaucrats and businessmen into informal deals, mediated interests and personalised loyalty. This is the 'modernisation trap of informality': one cannot use the potential of informal networks without triggering their negative long-term consequences for institutional development. Ledeneva's perspective on informal power is based on in-depth interviews with sistema insiders and enhanced by evidence of its workings brought to light in court cases, enabling her to draw broad conclusions about the prospects for Russia's political institutions.

This book applies postcolonial theory to Russia by looking at it as a subaltern empire. It pushes postcolonial studies and constructivist International Relations towards an uneasy dialogue, ...which produces tensions and reveals multiple blind spots in both approaches. A critical re-evaluation of the existing literature enables the author to produce a comprehensive account of how Russia's position in the international system has conditioned its domestic development, and how this in turn generated specific foreign policy outcomes. Having internalised the Eurocentric worldview, Russia is nevertheless different from the core European countries. This difference is not determined by 'culture', but rather by uneven and combined development of global capitalism, in which Russia is integrated as a semi-peripheral nation. The Russian state has colonised its own periphery on behalf of the Western core, but has never been able to overcome economic and normative dependency on the West. The peculiar dialectic of the subaltern and the imperial during the post-Soviet period has given rise to a regime which claims to defend 'genuine Russian values', while in fact there is nothing behind this new traditionalism but the negation of Western hegemony. Trying to 'defend' the nation from the postulated threat of Western interventionism, the regime engages in a disavowal of politics and thus suppresses popular subjectivity. The only political subject that remains on the horizon of Russian politics is the West, while the Russian people, as any other subaltern, are being spoken for, and thus silenced, by the country's Eurocentric elites and the Western intellectuals.

InKnowledge and the Ends of Empire, Ian W. Campbell investigates the connections between knowledge production and policy formation on the Kazak steppes of the Russian Empire. Hoping to better govern ...the region, tsarist officials were desperate to obtain reliable information about an unfamiliar environment and population. This thirst for knowledge created opportunities for Kazak intermediaries to represent themselves and their landscape to the tsarist state. Because tsarist officials were uncertain of what the steppe was, and disagreed on what could be made of it, Kazaks were able to be part of these debates, at times influencing the policies that were pursued.
Drawing on archival materials from Russia and Kazakhstan and a wide range of nineteenth-century periodicals in Russian and Kazak, Campbell tells a story that highlights the contingencies of and opportunities for cooperation with imperial rule. Kazak intermediaries were at first able to put forward their own idiosyncratic views on whether the steppe was to be Muslim or secular, whether it should be a center of stock-raising or of agriculture, and the extent to which local institutions needed to give way to imperial institutions. It was when the tsarist state was most confident in its knowledge of the steppe that it committed its gravest errors by alienating Kazak intermediaries and placing unbearable stresses on pastoral nomads. From the 1890s on, when the dominant visions in St. Petersburg were of large-scale peasant colonization of the steppe and its transformation into a hearth of sedentary agriculture, the same local knowledge that Kazaks had used to negotiate tsarist rule was transformed into a language of resistance.
Why has democracy failed to take root in Russia? After shedding the shackles of Soviet rule, some countries in the postcommunist region undertook lasting democratization. Yet Russia did not. Russia ...experienced dramatic political breakthroughs in the late 1980s and early 1990s, but it subsequently failed to maintain progress toward democracy. In this 2005 book, M. Steven Fish offers an explanation for the direction of regime change in post-Soviet Russia. Relying on cross-national comparative analysis as well as on in-depth field research in Russia, Fish shows that Russia's failure to democratize has three causes: too much economic reliance on oil, too little economic liberalization, and too weak a national legislature. Fish's explanation challenges others that have attributed Russia's political travails to history, political culture, or to 'shock therapy' in economic policy. The book offers a theoretically original and empirically rigorous explanation for one of the most pressing political problems of our time.

This book uses a unique source of evidence, eighteen surveys of Russian public opinion from the first month of the new regime in 1992 up to 2009, to track the changing views of Russians. Clearly presented and sophisticated figures and tables show how political support has increased because of a sense of resignation that is even stronger than the unstable benefits of exporting oil and gas. Whilst comparative analyses of surveys on other continents show that Russia's elite is not alone in being able to mobilize popular support for an undemocratic regime, Russia provides an outstanding caution that popular support can grow when governors reject democracy and create an undemocratic regime.
In the late nineteenth century, as a consequence of imperial conquest and a mobility revolution, Russia became a crossroads of the hajj, the annual Muslim pilgrimage to Mecca. The first book in any ...language on the hajj under tsarist and Soviet rule, Russian Hajj tells the story of how tsarist officials struggled to control and co-opt Russia's mass hajj traffic, seeing it as not only a liability but also an opportunity. To support the hajj as a matter of state surveillance and control was controversial, given the preeminent position of the Orthodox Church. But nor could the hajj be ignored, or banned, due to Russia's policy of toleration of Islam. As a cross-border, migratory phenomenon, the hajj stoked officials' fears of infectious disease, Islamic revolt, and interethnic conflict, but Eileen Kane innovatively argues that it also generated new thinking within the government about the utility of the empire's Muslims and their global networks.
