Over the past ten years, private-sector-led growth has revolutionized access to telecommunications. Every region of the developing world benefitted in terms of investment and rollout. Advanced information and communication infrastructure (ICI) are increasingly important to doing business in a globalizing world. Governments, enterprises, civil society, workers, and poor populations in the developing countries need more affordable access. This report proposes strategies that governments can carry out to attract private investment and ensure the continued evolution and spread of information and communication infrastructure. These strategies encompass more than sector policy alone, for investment decisions are based on a wide range of factors including, for example, the roles played by financial sector development and the broader investment environment. The strategies also include potential public sector investments that can catalyze ICI rollout in subsectors where the private sector is not prepared to intervene on its own.

The open access book covers a large class of nonlinear systems with many practical engineering applications. The approach is based on the extension of linear systems theory using the Volterra series. ...In contrast to the few existing treatments, our approach highlights the algebraic structure underlying such systems and is based on Schwartz’s distributions (rather than functions). The use of distributions leads naturally to the convolution algebras of linear time-invariant systems and the ones suitable for weakly nonlinear systems emerge as simple extensions to higher order distributions, without having to resort to ad hoc operators. The result is a much-simplified notation, free of multiple integrals, a conceptual simplification, and the ability to solve the associated nonlinear differential equations in a purely algebraic way. The representation based on distributions not only becomes manifestly power series alike, but it includes power series as the description of the subclass of memory-less, time-invariant, weakly nonlinear systems. With this connection, many results from the theory of power series can be extended to the larger class of weakly nonlinear systems with memory. As a specific application, the theory is specialised to weakly nonlinear electric networks. The authors show how they can be described by a set of linear equivalent circuits which can be manipulated in the usual way. The authors include many real-world examples that occur in the design of RF and mmW analogue integrated circuits for telecommunications. The examples show how the theory can elucidate many nonlinear phenomena and suggest solutions that an approach entirely based on numerical simulations can hardly suggest. The idea of the "digital divide," the great social division between information haves and have-nots, has dominated policy debates and scholarly analysis since the 1990s. In Working-Class Network ...Society, Jack Linchuan Qiu describes a more complex social and technological reality in a newly mobile, urbanizing China. Qiu argues that as inexpensive Internet and mobile phone services become available and are closely integrated with the everyday work and life of low-income communities, they provide a critical seedbed for the emergence of a new working class of "network labor" crucial to China's economic boom. Between the haves and have-nots, writes Qiu, are the information "have-less": migrants, laid-off workers, micro-entrepreneurs, retirees, youth, and others, increasingly connected by cybercafés, prepaid service, and used mobile phones. A process of class formation has begun that has important implications for working-class network society in China and beyond. Qiu brings class back into the scholarly discussion, not as a secondary factor but as an essential dimension in our understanding of communication technology as it is shaped in the vast, industrializing society of China. Basing his analysis on his more than five years of empirical research conducted in twenty cities, Qiu examines technology and class, networked connectivity and public policy, in the context of massive urban reforms that affect the new working class disproportionately. Accurate positioning is a key factor for enabling innovative applications in intelligent transportation systems. Cutting-edge communication technologies make cooperative localization a promising ...approach for accurate vehicle positioning. In this paper, we first propose a ranging technique called weighted least squares double difference (WLS-DD), which is used to detect intervehicle distances based on the sharing of GPS pseudorange measurements and a weighted least squares method. It takes the carrier-to-noise ratio (CNR) of raw pseudorange measurements into consideration for mitigating noises so that it can improve the accuracy of the distance detection. We show the superiority of WLS-DD by conducting a series of field experiments. Based on intervehicle distance detection, we propose a distributed location estimate algorithm (DLEA) to improve the accuracy of vehicle positioning. The implementation of DLEA only relies on inaccurate GPS pseudorange measurements and the obtained intervehicle distances without using any reference points for positioning correction. Moreover, to evaluate the joint effect of WLS-DD and DLEA, we derive a data fitting model based on the observed distance detection bias from field experiments, which generates parameters in a variety of environments for performance evaluation. Finally, we demonstrate the effectiveness of the proposed solutions via a comprehensive simulation study.

Multibeam satellite systems have been employed to provide interactive broadband services to geographical areas under-served by terrestrial infrastructure. In this context, this paper studies joint ...multiuser linear precoding design in the forward link of fixed multibeam satellite systems. We provide a generic optimization framework for linear precoding design to handle any objective functions of data rate with general linear and nonlinear power constraints. To achieve this, an iterative algorithm which optimizes the precoding vectors and power allocation alternatingly is proposed and most importantly, the proposed algorithm is proved to always converge. The proposed optimization algorithm is also applicable to nonlinear dirty paper coding. As a special case, a more efficient algorithm is devised to find the optimal solution to the problem of maximizing the proportional fairness among served users. In addition, the aforementioned problems and algorithms are extended to the case that each terminal has multiple co-polarization or dual-polarization antennas. Simulation results demonstrate substantial performance improvement of the proposed schemes over conventional multibeam satellite systems, zero-forcing and regularized zero-forcing precoding schemes in terms of meeting the traffic demand, e.g., using real beam patterns, over twice higher throughput can be achieved compared with the conventional scheme. The performance of the proposed linear precoding scheme is also shown to be very close to the dirty paper coding.
Telecommunications infrastructure can lead to network spillovers and has the advantages of breaking spatial barriers, reducing transaction costs, and fostering business model innovation. In this way, ...it can promote the proliferation and progress of green technology and may impact green technology innovation. This paper studies the impact of telecommunications infrastructure on green technology innovation, identifies its mechanism, and analyzes the scale, structure, and heterogeneity of its effects. This research treats the Broadband China pilot policy as a quasinatural experiment in telecommunications infrastructure and uses firm- and city-level data from 2008 to 2018 to conduct a difference-in-difference (DID) model analysis. The study finds that telecommunications infrastructure promotes green technology innovation. However, telecommunications infrastructure has a more significant impact in promoting low- rather than high-quality green technology innovation. Additionally, the results of the mediating effect analysis show that telecommunications infrastructure stimulates corporate green technology innovation by improving the level of informatization, increasing media attention and improving corporate governance. It is noteworthy that, when heterogeneity in enterprise ownership, financing constraints, and technology level is considered, non-state-owned enterprises and enterprises with low financing constraints and a high technology level are found to be more clearly affected by telecommunications infrastructure.
