This book is one of the first to systematically compare welfare state politics before and after the Great Recession, arguing that a new and lasting post-crisis dynamic has emerged where political parties once again matter for social spending. At the heart of this repoliticization are intense ideological debates over market regulation, social inequality, redistribution, and the role of the state. The book analyzes social spending dynamics for 28 countries before and after the crisis. What are the relative merits of the American and European socioeconomic systems? Long-standing debates have heated up in recent years with the expansion of the European Union and increasingly sharp ...political and cultural differences between the United States and Europe. In Inequality and Prosperity, Jonas Pontusson provides a comparative overview of the two major models of labor markets and welfare systems in the advanced industrial world: the "liberal capitalist" system of the United States and Britain and the "social market" capitalism of northern Europe. These two models balance concerns of efficiency and equity in fundamentally different ways. In the 1990s the much-heralded forces of globalization (together with demographic changes and attendant political pressures) seemed to threaten the very existence of the social-market economies of Europe. Were the social compacts of Sweden and Germany outmoded? Would varieties of capitalism remain possible, or were labor-market and social-welfare arrangements converging on the U.S. norm? Pontusson opposes the notion of inevitable convergence: he believes that social-market economies can survive and indeed flourish in the contemporary world economy. He bases his argument on an enormous amount of highly specialized research on eighteen countries, using national-level data for the last thirty years. Among the areas he explores are labor-market dynamics, income distribution, employment performance, wage bargaining, firm-level performance, and the changing possibilities for the welfare state.
Since the early 1990s, European welfare states have undergone substantial changes. Traditional programmes, such as old age pensions have been curtailed. Cost-containment measures have been adopted ...also in other parts of the welfare state, ranging from health care services to invalidity benefits. At the same time, today's welfare states have taken up some new functions. They are expected to help and/or push non-working people back into employment, to complement work income for the working poor, to help parents reconcile work and family life, to promote gender equality, to support child development, and to provide social services for an ageing society. This book provides a thorough empirical account of these developments in western Europe. It also discusses a number of interpretations that have been put forward in relation to the transformation process, in particular whether change amounts to retrenchment, dualisation, or whether it is better captured by the notion of a reorientation towards an active, social investment-based welfare state. On the theoretical level the book focuses on the drivers of the transformation process. It does so on the basis of a multidimensional understanding of social policies, and highlights the importance of political competition and policy learning processes as explanatory factors for the emergence of a new welfare settlement.

Welfare state reform has been a focus of domestic policy making in many European countries in recent years. Representing almost a third of the EU population and two distinctive models of European ...welfare states, this book compares development in British and German social policy over the past 25 years. During this time four periods of conservative governments were followed by centre-left administrations in both countries. Moreover, the respective economic and social positions of the two countries have been reversed. Adverse socio-economic developments have contributed to the waning of the erstwhile appeal of Germany as a role model of welfare capitalism. By contrast, the UK is seen by some as being on its way to gaining such a position. These trends provide an analytically intriguing background for a systematic contextualised comparison of reform processes in the two welfare states. Concentrating on three core domains of social policy, the book argues that unemployment support and public pension programmes have been subjected to retrenchment, as well as to restructuring. By contrast, family policies have been extended in both countries. However, patterns of retrenchment and restructuring differ across countries and programmes. In order to explain similarities and variations, the book emphasizes the relevance of three sets of factors: shifts in party policy preferences and power relations, three institutional variables, and contingent factors impinging on policy direction and profiles. Within pension policy, the relevance of different institutional characteristics and the respective balance between private and public forms of retirement suggest that the concept of 'path dependence' is particularly instructive. By contrast, differences in programme structures and their role within national political economies prove to be most relevant for the understanding of changes in unemployment support policy. Less institutionally embedded and expanding, the trajectories of family policies have to be seen in the context of dynamic party policy preferences.
