Introduction. The problems of inclusive education in the system of secondary vocational education have recently become particularly relevant due to the increasing number of students with limited ...health opportunities and disabilities. Therefore, there is an urgent need to find the best ways to build an educational route for students of these categories. Such an educational trajectory should not only include special conditions that ensure the satisfaction of the special educational needs of such students, but also be aimed at mastering the professional competencies necessary for a modern competitive individual in the labor market.
The main tool for implementing the inclusive model of education should be considered an adapted educational program of secondary vocational education. However, the implementation mechanism of this normative document still continues to raise many questions and difficulties. That is why this study was conducted, which involved teachers and masters of vocational training in the system of secondary vocational education, aimed at identifying the difficulties that arise in the implementation of adapted educational programs.
The obtained results demonstrated the ambiguity of the current situation in the field of building and implementing an inclusive model in the system of secondary vocational education and allowed us to offer the authors possible solutions to these situations.

The readiness of the teaching staff of higher educational institutions for teaching and psychological and pedagogical support of students with disabilities is being considered. We emphasize that the ...personnel of the educational organization need special competence to work with persons with disabilities of various nosological groups. The issues of creating an accessible environment in the university were studied, the readiness of teachers to apply special educational technologies in the training of students with disabilities, to develop teaching and methodological materials; the ability to establish pedagogically appropriate relationships with students, and provide psychological and pedagogical support in matters of personal and professional self-determination. The results show a high degree of importance of special professional competencies for inclusive education. But, at the same time, teachers assess their own level of preparedness with students with disabilities as insufficient, which allowed to determine the main areas of work.
Рассматривается вопрос о готовности профессорско-преподавательского состава высших учебных заведений к обучению и психолого-педагогическому сопровождению студентов с инвалидностью. Подчеркивается необходимость наличия у персонала образовательной организации специальных компетенций по работе с лицами с инвалидностью различных нозологических групп. Были изучены вопросы создания доступной среды в вузе; готовность преподавателей применять в обучении студентов с инвалидностью специальные образовательные технологии, разрабатывать учебно-методические материалы; способность устанавливать педагогически целесообразные взаимоотношения со студентами, оказывать психолого-педагогическую поддержку по вопросам личностного и профессионального самоопределения. Представленные результаты исследования показывают высокую степень значимости специальных профессиональных компетенций для инклюзивного образования. Но вместе с тем преподаватели оценивают собственный уровень готовности со студентами с инвалидностью как недостаточный, что позволило определить основные направления работы.
The paper focuses on the main aspects of working towards making quality higher education accessible for persons with disabilities. The paper reveals specific educational conditions necessary for ...teaching and supporting students with disabilities, such as: developing and implementing career guidance programmes, adapted educational programmes, programmes for social psychological support, programmes for employment assistance and post-graduate support of students. Adaptation of educational programmes implies not only establishing a set of common requirements for adjusting the educational process to teaching individuals with disabilities depending on the specifics of their disability, but it also implies developing universal approaches and requirements for providing special settings in which their learning takes place. It is important that physical (architectural), informational, academic services and facilities be available for students with different disabilities and that members of the staff of an education organization have special competencies for working with the disabled persons. The paper also stresses the necessity of developing and implementing an effective model of extending the successful experience that a number of universities have in teaching students with disabilities to the system of higher education in general. This major goal could be achieved through the establishment of a network of resource and training centers in the regions of Russia.
Выделены основные направления работы по обеспечению доступности качественного высшего образования для лиц с инвалидностью. Раскрыты специальные образовательные условия, необходимые для обучения и сопровождения студентов с инвалидностью, предполагающие в том числе: разработку и реализацию программ профессиональной ориентации, адаптированных образовательных программ, программ социально-психологического сопровождения студентов, программ содействия трудоустройству и постдипломного сопровождения. Утверждается, что механизмы адаптации образовательных программ предполагают не только формирование единых требований к приспособлению образовательного процесса к обучению лиц с инвалидностью с учетом особенности нозологии, но и разработку единых подходов и требований к обеспечению специальных условий для органи- зации обучения лиц с инвалидностью. Подчеркивается необходимость комплекса условий: физическая (архитектурная), информационная, учебно- методическая доступность услуг для студентов различных нозологических групп, наличие у персонала образовательной организации специальных компетенций по работе с лицами с инвалидностью различных нозологических групп. Особенное внимание уделяется актуальности разработки и внедрения эффективной модели трансляции передового опыта ряда вузов, успешно обучающих студентов с инвалидностью, на всю систему высшего образования. Раскрыты механизмы реализации этого масштабного проекта за счет создания сети ресурсных учебно-методических центров в регионах.
The paper summarizes the many years of experience in methodological support and training at the Center of Professional Education for the Disabled and at the “Inclusive Education” Research and ...Educational Center of the Vladimir State University. At these centers the work is aimed at establishing a system of continuous higher inclusive education for persons with hearing and visual impairments. The paper focuses on the issues concerning the organization of educational process and the adaptation of learning materials for students with hearing and visual impairments; it addresses the problem of creating a system of academic support for students with disabilities and providing psychological and educational assistance to individuals with hearing and visual impairments in the system of higher education.
В статье рассмотрено современное состояние и перспективы развития профессиональной реабилитации лиц с ограниченными возможностями здоровья и инвалидностью во Владимирском государственном университете на основе применения интегрированного и инклюзивного профессионального и высшего образования. Представлены материалы, обобщающие опыт работы учебно-методического управления университета, выпускающих кафедр, Центра профессионального образования инвалидов и НОЦ «Инклюзивного образования» по созданию модели системы непрерывного высшего образования инвалидов различной нозологии, осваивающих образовательные программы бакалавриата, специалитета, магистратуры и аспирантуры по направлениям технического, гуманитарного и педагогического образования. Рассмотрены вопросы разработки адаптированных основных профессиональных и образовательных программ профессионального и высшего образования с учетом психолого-акмеологических особенностей профессионально-личностного развития студентов с ограничениями, создания доступной среды на основе применения системы поддержки учебного процесса и психолого-педагогического сопровождения студентов с ОВЗ и инвалидностью различной нозологии.
