The objective of this article is to identify prevention actions carried out by stakeholders in a large post-secondary educational institution in Quebec and to understand their opinions about what ...form integrated prevention should take in coordinating prevention measures. A total of 21 interviews were conducted during ergonomic investigations. We met with four stakeholders – the occupational health and safety (OHS) department, the disability management department, union members, and department managers. The prevention measures reported by these stakeholders at the primary, secondary, and tertiary levels are presented, and the stakeholders’ portrayals of integrated prevention are documented. Given the safety-oriented OHS structure, the measures were also classified according to categories used in the OHS field. The analysis made it possible to consider the actions taken in terms of transformation goals, that is, with regard to the individual or the work environment. Definitions of prevention levels, depictions of integrated prevention, the OHS approach put forward in the institution, as well as measures to prevent health problems with multifactorial sources (e.g., musculoskeletal and mental) are discussed.
The use of smart devices to obtain real-time data has notably increased in the context of training. These technological tools provide data which monitor the external load and technical-tactical ...actions related to psychological and physical health in junior tennis players. The purpose of this paper is to monitor technical-tactical actions and physical activity during a current tennis competition in the Green stage using a Zepp Tennis Smart Sensor 2. The participants were 20 junior tennis players (under 10 years of age), with an average age of 9.46 years. The total number of strokes (n= 21,477) during 75 matches was analyzed. The study variables were the following aspects: (a) number of strokes, (b) ball impact in the sweet spot; (c) racket speed; (d) ball spin; (e) calories burned; and (f) match time. The current system of competition, based on knockout, does not meet the World Health Organization's recommendations for daily physical activity time. Players mainly used flat forehands with a lack of variability in technical-tactical actions which did not meet the current learning opportunity criteria of comprehensive methodologies. The competition system in under-11 tennis should be adapted to the players' characteristics by improving the variability and quantity of practice.

The terrorist attacks of 9/11 took the USA and NATO by surprise, as they are still under the euphoric effect of celebrating the fall of the Eastern European ideological walls and the collapse of the ...communist bloc. The immediate response of the military operations led to the neutralization of the Taliban forces or more precisely to their removed from political power and denial the influence of Al Qaeda. The purely military approach dominated the initial kinetic clashes and conquered the physical terrain but failed to dominate the society marked by perennial conflicts, widespread corruption, poverty and multiple ethnic and tribal fragmentations. The Afghan insurgency that formed seems to have managed to slow down and finally block the reconstruction and development effort made by the strong NATO-centred coalitions. The article examines the causes of the Afghan “fog of war” that led to this great failure and makes recommendations that must be taken into account in future military conflicts.
The integration, coordination and synchronization of operations, missions and activities in the cyber space with those in the operational environment represent a significant challenge. The priority ...of the military operations is the accomplishment of the mission and in order for the cyber space to contribute to this purpose, a change of paradigm in the military thinking is necessary. From this perspective, the clarification of the terminological terminology is indispensable, especially in a domain that generates such different interpretations and reactions as those in the cyber field.

Whole-of-government coordination has produced meagre results if measured against declared aims. However, an assessment of such coordination efforts should include also unstated aims. Based on an ...in-depth study of the primary high-level coordination body for Norway's Afghanistan engagement, this article finds that the body was successful in pursuing symbolic politics. Showcasing was an underlying but non-declared aim of the body in question. These findings are significant because they provide an explanation why governments continue to pursue this kind of coordination efforts despite their apparent lack of success. Improved coordination was achieved mostly in terms of information sharing.
Accompanying the spread of “new public management” since the 1980s, accrual accounting and results-based management has become a global standard. However, whether accrual accounting results in ...successful outcomes and which drivers lead to the intended impacts of the reform have been contested. Given the mixed arguments in the literature, we set out two research questions: (1) “Have public sector organizations realized any positive impacts on management practices by adopting mandatory accrual accounting?”; and (2) “What are the primary drivers of such impacts?” To answer these questions, we examine the impact on management practices by analyzing a survey to ascertain how financial department officers in Japanese local governments perceive the benefits of adopting mandatory accrual accounting on management practices. The results indicate that they have so far not recognized the intended benefits, though they had expected higher benefits in internal control. Then, we use technical-rational, socio-political, and institutional isomorphic perspectives in a comprehensive approach to understand the impacts on management practices. The logistic analysis shows that financial managers in local governments that do not have a majority party in the assembly, but consist of several parties in power, as well as in those with greater financial dependence on the central government, perceive higher benefits. Further, we find that financial managers that imitate other local governments as a form of mimetic pressure perceive fewer benefits. The results show that some technical-rational tools, socio-political conditions, and institutional pressures change the perceived benefits for public managers of adopting mandatory accrual accounting.
Points for practitioners
We find that some technical-rational, socio-political, and institutional factors explain the intended internal benefits of the mandatory adoption of accrual accounting. In practice, financial managers in local government feel the merits of accrual accounting in less autonomy in not only politics, but also finance, and few mimetic conditions. It might be understood that difficult situations would drive practitioners to use mandatory information.
Integrating sustainable urban water management into the urban planning process is essential for developing water-resilient cities. To this end, the central government of the People’s Republic of ...China initiated the “Sponge City” programme. However, challenges and gaps exist in current urban planning practice. The operationalizable planning approach to realise the multiple objectives of Sponge City is missing in the existing guidelines. Using a local example of Sponge City planning in Nanjing City as a case study, this paper outlines the current Sponge City approach from the perspectives of planning content and planning process. A qualitative comparative analysis between Nanjing’s Sponge City planning and Auckland Water Sensitive Design, as well as an evaluation of the Sponge City approach through the lens of Dutch urban water management, identified key missing elements that would enhance the current Sponge City planning approach. Examples include targets for pluvial flood protection, a strategy for planning interventions, and tools for interdisciplinary cooperation in the planning process. This enhanced approach was successfully applied in the Sponge City planning for Qinhuai District, Nanjing City. Nevertheless, challenges on data availability and the decision-makers’ mindsets called for more efforts on the interface of research and policy development for upscaling the Sponge City approach.
This paper aims to evaluate the interest of adopting a comprehensive approach to study sporting event impacts.
The study case is the Alltech FEI World Equestrian Games™ 2014 in Normandy. Measurement ...of the economic impact is based on the Wilson multiplier. The calculation of social benefits relies on a typical cost-benefit analysis, through the Clawson-Knetsch Travel cost and the Contingent valuation methods, completed by a qualitative work. The analysis of the environmental impact and the long-term legacy is more descriptive and relies on miscellaneous indicators.
The economic impact is significant for the region and reaches 125% of the organizational budget. Social benefits resulting from spectators and local inhabitants exceed the amount invested by the public sector. Negative environmental effects had been partly reduced because of accompanying measures, illustrating their importance. In the long term, an heritage for the equestrian sector, and to a lesser extent for the tourism sector, is underlined.
This study shows the interest to consider the event impacts globally. To this end, methodologies deeply rooted in the literature can be used for economic and social effects but new approaches and methodologies need to be developed for environmental impacts and legacy.
