This book offers an accessible introduction to the topic of impact evaluation and its practice in development. While the book is geared principally towards development practitioners and policymakers ...designing prospective impact evaluations, we trust that it will be a valuable resource for students and others interested in using impact evaluation. Prospective impact evaluations should be used selectively to assess whether or not a program has achieved its intended results, or to test alternatives for achieving those results. We consider that more and better impact evaluation will help strengthen the evidence base for development policies and programs around the world. If governments and development practitioners can make policy decisions based on evidence - including evidence generated through impact evaluation - our hope is that development resources will be spent more effectively, and ultimately have a greater impact on reducing poverty and improving people?s lives. The three chapters in this handbook provide a non-technical introduction to impact evaluations, including ?Why Evaluate? in Chapter 1, ?How to Evaluate? in Chapter 2 and ?How to Implement Impact Evaluations? in Chapter 3. These elements are the basic ?tools? needed in order to successfully carry out an impact evaluation. From a methodological standpoint our approach to impact evaluation is largely pragmatic: we think that the most appropriate methods should be identified to fit the operational context, and not the other way around. This is best achieved at the outset of the program, through the design of prospective impact evaluation that can be built into the project?s implementation. We argue that gaining consensus between key stakeholders and identifying an evaluation design that fits the political and operational context is as important as the method itself. We also believe
strongly that impact evaluations should be upfront about their limitations and caveats. Finally, we strongly encourage policymakers and program managers to consider impact evaluations in a logical framework that clearly sets out the causal pathways by which the program works to produce outputs and influence final outcomes, and to combine impact evaluations with monitoring and selected complementary evaluation approach to gain a full picture of performance.This book builds on a core set of teaching materials developed for the ?Turning Promises to Evidence? workshops organized by the office of the Chief Economist for Human Development (HDNCE) in partnership with regional units and the Development Economics Research Group (DECRG) at the World Bank.
The unanticipated spike in international food prices in 2007-08 hit many developing countries hard. International prices for food and other agricultural products increased by more than 100 percent ...between early 2007 and mid-2008. Prices for food cereals more than doubled; and those for rice doubled in the space of just a few months. The food price increases were particularly hard on the poor and near-poor in developing countries, many of whom spend a large share of their income on food and have limited means to cope with price shocks. An estimated 1.29 billion people in 2008 lived on less than 1.25 a day, equivalent to 22.4 percent of the developing world population. In addition, the Food and Agriculture Organization estimated that 923 million people were undernourished in 2007. Simulation models suggested that poverty rose by 100-200 million people and the undernourished increased by 63 million in 2008.The World Bank organized rapidly for short-term support in the crisis, launching a fast-track program of loans and grants, the Global Food Crisis Response Program (GFRP). The GFRP mainly targeted low-income countries, and provided detailed policy advice to governments and its own staff on how to respond to the crisis. The Bank also scaled up lending for agriculture and social protection to support the building of medium-term resilience to future food price shocks. The International Finance Corporation responded by sharply increasing access to liquidity for agribusinesses and agricultural traders in the short and medium term, as well as new programs to improve incentives for agricultural market participants. This evaluation assesses the effectiveness of the World Bank Group response in addressing the short-term impacts of the food price crisis and in enhancing the resilience of countries to future shocks.
Challenges, Lessons, and Prospects for Operationalizing Regional Projects in Asia: Legal and Institutional Aspects is part of the World Bank Studies Series. These papers are published to communicate ...the results of the Bank's ongoing research and to stimulate public discourse. For the past decade and a half, international development organizations have been making continual efforts to finance multi-country projects with regional goals. Despite their efforts, the structure of intervention through such projects has not been easy to design and implement. Experience shows that one of the reasons for this is the lack of clarity in the enabling legal framework and tools, both within the client countries as well as the development organizations. Against this backdrop, this study is born of a need for more precise and comprehensive information about the legal and institutional aspects involved in designing regional projects. Based essentially on desk research and with limited field consultation, it attempts to discuss-primarily from legal and institutional perspectives???the tools, prospects, and opportunities for designing and implementing regional projects. Paying particular focus on the emerging practice of the World Bank, and with a special reference to the Asia region, the study reviews the framework for regional projects in which international development organizations operate, the problems they face, and the possibilities they provide for countries that rely on international financing for their development. Challenges, Lessons, and Prospects for Operationalizing Regional Projects in Asia: Legal and Institutional Aspects outlines the general structures of regional projects and discusses the World Bank approach toward regional projects, the importance of political will and commitment, the general legal structures for regional projects, the uniqueness
and challenges for Asia, and makes some proposals for consideration in developing regional projects. The study will be of particular interest to development professionals working in the context of regional projects and anyone interested in how legal and institutional structures impact project development. What's wrong with foreign aid? Many policymakers, aid practitioners, and scholars have called into question its ability to increase economic growth, alleviate poverty, or promote social development. ...At the macro level, only tenuous links between development aid and improved living conditions have been found. At the micro level, only a few programs outlast donor support and even fewer appear to achieve lasting improvements. The authors of this book argue that much of aid's failure is related to the institutions that structure its delivery. These institutions govern the complex relationships between the main actors in the aid delivery system and often generate a series of perverse incentives that promote inefficient and unsustainable outcomes. In their analysis, the authors apply the theoretical insights of the new institutional economics to several settings. First, they investigate the institutions of Sida, the Swedish aid agency, to analyze how that aid agency's institutions can produce incentives inimical to desired outcomes, contrary to the desires of its own staff. Second, the authors use cases from India, a country with low aid dependence, and Zambia, a country with high aid dependence, to explore how institutions on the ground in recipient countries also mediate the effectiveness of aid. Throughout the book, the authors offer suggestions about how to improve aid's effectiveness. These suggestions include how to structure evaluations in order to improve outcomes, how to employ agency staff to gain from their on-the-ground experience, and how to engage stakeholders as "owners" in the design, resource mobilization, learning, and evaluation processes of development assistance programs. At OISCA training centers, Japanese and local staff teach sustainable agricultural skills and organic farming methods to rural youth. Much of the teaching involves laboring in the fields, harvesting produce, and caring for livestock: what they can't use themselves is sold at nearby markets. Watanabe's detailed and multi-sited ethnography shows how Japanese and Burmese actors mobilize around the idea of "becoming one" with Mother Earth and their human counterparts within a shared communal lifestyle. Sub-Saharan Africa is a critical development priority-it has some of the world's poorest countries and during the past two decades the number of poor in the Region has doubled, to 300 million-more ...than 40 percent of the Region's population. Africa remains behind on most of the Millennium Development Goals (MDGs) and is unlikely to reach them by 2015. With some of the world's poorest countries, Africa is a development priority for the donor community. A major drag on Africa's development is the underperformance of the critical agriculture sector, which has been neglected both by donors and governments over the past two decades. The sector faces a variety of constraints that are particular to agriculture in Africa and make its development a complex challenge. Poor governance and conflict in several countries further complicate matters. IEG has assessed the development effectiveness of World Bank assistance in addressing constraints to agricultural development in Africa over the period of fiscal 1991-2006.
