Local infrastructure development is a crucial goal for sustainable development, for which local governments take charge of developmental policies. This implies that the capacity of the local ...government determines the performance of the developmental policies—local infrastructure development. In this sense, this study investigated the impact of local government capacity, measured via the quantity and the quality of human and financial resource factors, on its performance. Moreover, the study examined which of the multidimensional government capacity components affect performance, controlling a competition effect or spillover effect among localities. The study analyzed panel data containing six years (2013–2018) of information on 152 local bodies in Korea, employing the spatial autoregressive model, which is useful for controlling geographical spatial effects. The data show that, unlike the quality factors, the quantity of government capacity does not have a significant effect on its performance. Furthermore, the data also indicated that there are competition effects in relation to the performance of local development. The results imply that local governments need to improve the quality of managerial government capacity in order to increase their sustainable development performance.
The New Rural Development program (NRD) is among the top developmental policies of Vietnam's government to cope with imperative issues in the rural regions, especially a widening income gap between ...the urban and rural regions. This paper is the first trial for studying on key social, economic, and natural conditions affecting communes' adoption of the NRD and factors impacting on rural households' income based on the NRD's implementation criteria using a Heckman Selection model to substantiate the NRD's performance of increasing rural households' income. The estimation model signifies that the poverty rate has a negative impact on the NRD's adoption in contrast to geographical aspects, average ages, and cooperative variables. At the outcome estimation, rural infrastructure development and technology transfer exert a strong influence on rural households' earnings. This implies that promoting investments in infrastructure and technology transfer are crucial for rural development, especially with the income increase purposes.
This article undertakes an explanatory case study of the South Korean cultural industries policy shift instituted under the Kim Dae-Jung and Roh Moo-Hyun governments (1998-2008). This shift can be ...well positioned within the broader context of the creative turn in national cultural policy around the world, which was initiated by the British New Labour governments (1997-2010). Despite the similarities in the driving discourses and policy methods, the Korean policy shift was significantly distinguished from its British counterpart because of the differing pace and trajectories of industrialisation in the two countries. Adopting the concept of the East Asian developmental state as an entry point, this article explores how and why South Korea went through a cultural industries policy shift in the period following the 1997-98 Asian financial crisis and, additionally, examines what kinds of changes the policy shift brought about. Understanding the rationales and implications of this neo-developmental transformation can provide a unique opportunity to re-think the fashionable creative industries policies among various nations.

Rad se temelji na analizi hrvatskog Indeksa razvijenosti objavljenog 2013. godine i njegovih pokazatelja na razini lokalne samouprave. U prvome dijelu rada opisuje se konstrukcija indeksa i teorijski ...i praktični problemi konstrukcije kompozitnih indeksa te njihova uloga u razvojnoj teoriji. U drugome dijelu provedena je analiza komponenata i klasterska analiza indeksa za 556 jedinica lokalne uprave u Republici Hrvatskoj. Na temelju analize identificirano je šest klastera i tri tipa razvijenosti koje indeks iskazuje: nerazvijenost, razvoj jedinice i ljudski razvoj. Pokazalo se da indeks favorizira razvoj jedinice, karakterističan za primorske jedinice, temeljen na visokim prihodima gradova i općina te kretanju stanovništva, nauštrb ljudskog razvoja, koji se iskazuje kroz zaposlenost, osobne prihode i obrazovanje, iako je intencija indeksa obratna. Zaključuje se da bi indeks trebalo modificirati kako bi se bolje naglasila komponenta ljudskog razvoja.

The book Prostor, regija, razvoj ('Space, region, development') deals with numerous issues, relevant for regional policy and sustainable regional and spatial development. The fields addressed, like ...monitoring and evaluation, processes of urban development, situation on the real estate market, creative class, creative industry, cultural industry, and natural conditions as a factor of spatial and regional development, show the diversity and complexity of the processes taking place in space and regions. From this perspective our ambition is not to solve all the crucial issues at one time, but to contribute to spatial and regional policy with selected studies, methodological approaches and policy recommendations. The chapters pave the way to integrated spatial and regional development, bearing in mind complexity of the field and knowing the most recent analyses. In order to support decision-making with the adequate knowledge, comprehensive studies should be further supported and later used in the policy making processes.
