proyectos que trabajan para mitigar el impacto desinformativo entre la ciudadanÃa. El estudio ha analizado la tipologÃa y las particularidades de una cartografÃa de 120 fact-checkers, 120 herramientas y 50 proyectos especializados en el monitoreo y la validación de contenidos en la red. La investigación, de cariz descriptivo y explicativo, ha utilizado la metodologÃa del estudio de casos para analizar y comparar una muestra de alcance mundial. El trabajo incide en la importancia de abordar la desinformación a partir de proyectos interdisciplinares con perfiles profesionales especializados y fomentar la investigación aplicada a través del carácter transversal de la media literacy. Palabras clave: Desinformación; infodemia; fact-checking; servicios de verificación; alfabetización mediática. Disinformation has become a social communication problem worldwide. Based on this, this research has constructed a mapping of fact-checkers, tools and projects that work to mitigate the impact of disinformation among citizens. The study has analysed the typology and particularities of a mapping of 120 fact-checkers, 120 tools and 50 projects specialising in the monitoring and validation of online content. The research, which is descriptive and explanatory in nature, has used the case study methodology to analyse and compare a worldwide sample. The work stresses the importance of tackling misinformation through interdisciplinary projects with specialised professional profiles and promoting applied research based on the cross-cutting nature of media literacy. decidibilidade operacional no sistema do direito. Dessa maneira, a improbabilidade da comunicação é enfrentada pela comunicação da exceção. No Brasil, desde o caso do inquérito das Fake News n. 4.781, existe um questionamento à respeito dos limites e significados do poder decisório. Uma observação epistemológica dos meios de comunicação simbolicamente generalizados é adotada como condição de sentido para a teoria dos sistemas sociais, de modo que é necessário uma releitura de aportes investigativos que forneçam um material distinto para reespecificar a discussão sobre a função dos tribunais e da exceção na sociedade contemporânea. Em uma aplicação da metodologia de matriz pragmático-sistêmica a partir de uma disposição analÃtica pela empiria jurisprudencial, pergunta-se e suscita-se ser possÃvel observar a excepcionalidade decisiva que constitui a função e a posição dos tribunais no sistema do direito, sobretudo em relação à necessidade temporal de construção de comunicações que permitam estabilizar e antecipar o futuro. Sugere-se que exceção, decisão, paradoxos e desparadoxização são eventos que operam de forma contÃnua e intrinsecamente relacionada. PALAVRAS-CHAVE: Exceção. Inquérito das Fake News. Pragmático-Sistêmica. Paradoxos. The exception is still a mystery to the law. In this study, the exception problem is presented contrary to Cartesian rationality and problematized in a pragmatic-systemic metodology. Therefore, as a condition of operational decidability in the legal system. In this way, the improbability of communication is addressed by communicating the exception. In Brazil, since the case of the Fake News inquiry n. 4,781, there is a question about the limits and meanings of decision-making power. An epistemological observation of the symbolically generalized means of communication is adopted as a condition of meaning for the theory of social systems, so that a rereading of investigative contributions is necessary to provide a different material to respecify the discussion about the function of the courts and the exception in contemporary society. From a perspective and application of the pragmatic-systemic matrix from an analytical disposition by jurisprudential empiricism, it is asked and raised that it is possible to observe the decisive exceptionality that constitutes the function and position of the courts in the legal system, especially in relation to the temporary need to build communications that allow stabilizing and anticipating the future. It is suggested that exception, decision, paradoxes and deparadoxization are events that operate in a continuous and intrinsically related way. KEYWORDS: Exception. Fake News inquiry. influence the public's perception. Strategic Narratives were used to deconstruct the image of Putin and Russia or to rally the public around Western ideology to make it immune to Russian propaganda. Disinformation was another tool used to disorient the public's decision-making process and perceptions. Leadership rhetoric concerning the misrepresentation of historical events like the questioning of the history of Ukraine by President Putin developed a strategic narrative for legitimizing purposes. The paper examines the strategic narratives and the formation of disinformation narratives used in the speeches of the protagonists of the Ukraine war. Keywords: Russia-Ukraine War, strategic communications, strategic narratives, leadership rhetoric, disinformation Pendant la préparation de la guerre d'Ukraine et surtout après l'invasion de l'Ukraine, la Russie et l'Occident ont été impliqués dans une bataille rhétorique visant à établir leurs narrations stratégiques et à influencer la perception du public. Les narrations stratégiques ont été utilisées pour déconstruire l'image de Poutine et de la Russie ou pour rallier le public autour de l'idéologie occidentale afin de l'immuniser contre la propagande russe. La désinformation était un autre outil utilisé pour désorienter le processus décisionnel et les perceptions du public. La rhétorique des dirigeants concernant la fausse représentation d'événements historiques comme la remise en question de l'histoire de l'Ukraine par le président Poutine a développé une narration stratégique à des fins de légitimation. L'article examine les narrations stratégiques et la formation des narrations de désinformation, utilisée dans les discours des protagonistes de la guerre d'Ukraine. fakes news. States have also seized the opportunity to spread dis/misinformation related and linked to the ongoing war. In Africa, there are instances where propaganda and misinformation have been peddled by adopting happenings in the war front of the Russian - Ukrainian conflict as a springboard to manipulate public information. To that end, this article explores cases where the Russian - Ukrainian war has been deployed as a launchpad and organizing logic for propaganda and misinformation. In researching the contours of contemporary war propaganda with the projection of crisis communication theory as a conceptual benchmark, this study raises two research puzzles: (a) how has African states' officials used the Russian - Ukrainian war to spread propaganda and disinformation? And (b), to what extent does this pattern echoes the globalization of war propaganda and crisis communication in an age of conflict and turbulence? Using previous studies, secondary documented official statements, and podcasts, we show in this article the different layers and contours of war propaganda in Africa, and conclude that : (a) Russia's deployment of propaganda, disinformation and information autocracy in Africa is aimed at counteracting the Washington - London - Brussels international world order spearheaded by Western hegemonic power, and most importantly (b), that African states have used the Russian - Ukrainian war as an organizing logic for dis/misinformation and public information manipulation targeted at African publics. Keywords: Africa, disinformation, misinformation, Russian-Ukrainian conflict, war propaganda L'impact mondial croissant de la guerre russo-ukrainienne a également eu un effet correspondant sur l'écosystème mondial de l'information, entraînant la propagande, la désinformation, la misinformation et les fausses nouvelles. Les Ãtats ont également saisi l'opportunité de diffuser de la dés/misinformation liée à la guerre en cours. En Afrique, il y a des cas où la propagande et la désinformation ont été colportées en adoptant les événements sur le front de guerre du conflit russo-ukrainien comme tremplin pour manipuler l'information publique. à cette fin, cet article explore des cas où la guerre russo-ukrainienne a été déployée comme rampe de lancement et une logique d'organisation pour la propagande et la misinformation. En recherchant les contours de la propagande de guerre contemporaine avec la projection de la théorie de la communication de crise comme référence conceptuelle, cette étude soulève deux questions de recherche : (a) comment les responsables des Ãtats africains ont-ils utilisé la guerre russo-ukrainienne pour diffuser la propagande et la désinformation? Et (b), dans quelle mesure ce modèle fait-il écho à la mondialisation de la propagande de guerre et de la communication de crise à une époque de conflits et de turbulences? à l'aide d'études antérieures, de déclarations officielles documentées secondaires et de podcasts, nous montrons dans cet article les différentes couches et contours de la propagande de guerre en Afrique, et concluons que : (a) le déploiement par la Russie de la propagande, de la désinformation et de l'autocratie de l'information en Afrique vise à contrer l'ordre mondial international Washington - Londres - Bruxelles dirigé par la puissance hégémonique occidentale, et (b) les Ãtats africains ont utilisé la guerre russo-ukrainienne comme logique d'organisation pour la dés/misinformation et la manipulation de l'information publique ciblant les publics africains.
