More than half of the 41 million foreign-born individuals in the United States today are noncitizens, half have difficulty with English, a quarter are undocumented, and many are poor. As a result, ...most immigrants have few opportunities to make their voices heard in the political process. Nonprofits in many cities have stepped into this gap to promote the integration of disadvantaged immigrants. They have done so despite notable constraints on their political activities, including limits on their lobbying and partisan electioneering, limited organizational resources, and dependence on government funding. Immigrant rights advocates also operate in a national context focused on immigration enforcement rather than immigrant integration. InMaking Immigrant Rights Real, Els de Graauw examines how immigrant-serving nonprofits can make impressive policy gains despite these limitations.
Drawing on three case studies of immigrant rights policies-language access, labor rights, and municipal ID cards-in San Francisco, de Graauw develops a tripartite model of advocacy strategies that nonprofits have used to propose, enact, and implement immigrant-friendly policies: administrative advocacy, cross-sectoral and cross-organizational collaborations, and strategic issue framing. The inventive development and deployment of these strategies enabled immigrant-serving nonprofits in San Francisco to secure some remarkable new immigrant rights victories, and de Graauw explores how other cities can learn from their experiences.

Traversing the dramatically shifting immigration patterns since the 1970s, during which emerged a major crisis of capitalism, the labor market, and society, and the contingent rise of anti-immigration sentiment and new forms of xenophobia, the authors assess and map how trade unions have to varying degrees understood and framed these issues and immigrant labor. They show how institutional traditions, and the ways that trade unions historically react to social inclusion and equality, have played a part in shaping the nature of current initiatives.The Politics of Social Inclusion and Labor Representationconcludes that we need to appreciate the complexity of trade-union traditions, established paths to renewal, and competing trajectories of solidarity. While trade union organizations remain wedded to specific trajectories, trade union renewal remains an innovative, if at times, problematic and complex set of choices and aspirations.

For two years, Roberta Villalon volunteered ...at a nonprofit group that offers free legal services to mostly undocumented immigrants who had been victims of abuse. Her innovative study of Latina survivors of domestic violence explores the complexities at the intersection of immigration, citizenship, and violence, and shows how inequality is perpetuated even through the well-intentioned delivery of vital services. Through archival research, participant observation, and personal interviews, Violence Against Latina Immigrants provides insight into the many obstacles faced by battered immigrant women of color, bringing their stories and voices to the fore. Ultimately, Villalon proposes an active policy advocacy agenda and suggests possible changes to gender violence-based immigration laws, revealing the complexities of the lives of Latina immigrants as they confront issues of citizenship, gender violence, and social inequalities.
The lines between what constitutes migration and what constitutes human trafficking are messy at best. State policies rarely acknowledge the lived experiences of migrants, and too often the laws and ...policies meant to protect individuals ultimately increase the challenges faced by migrants and their kin. In some cases, the laws themselves lead to illegality or statelessness, particularly for migrant mothers and their children. Crossing the Gulf tells the stories of the intimate lives of migrants in the Gulf cities of Dubai, Abu Dhabi, and Kuwait City. Pardis Mahdavi reveals the interconnections between migration and emotion, between family and state policy, and shows how migrants can be both mobilized and immobilized by their family relationships and the bonds of love they share across borders. The result is an absorbing and literally moving ethnography that illuminates the mutually reinforcing and constitutive forces that impact the lives of migrants and their loved ones—and how profoundly migrants are underserved by policies that more often lead to their illegality, statelessness, deportation, detention, and abuse than to their aid.
