The Magdalen laundries were workhouses in which many Irish women and girls were effectively imprisoned because they were perceived to be a threat to the moral fiber of society. Mandated by the Irish ...state beginning in the eighteenth century, they were operated by various orders of the Catholic Church until the last laundry closed in 1996. A few years earlier, in 1993, an order of nuns in Dublin sold part of their Magdalen convent to a real estate developer. The remains of 155 inmates, buried in unmarked graves on the property, were exhumed, cremated, and buried elsewhere in a mass grave. This triggered a public scandal in Ireland and since then the Magdalen laundries have become an important issue in Irish culture, especially with the 2002 release of the film "The Magdalene Sisters.".

Childhood held a special place in Soviet society: seen as the key to a better future, children were imagined as the only privileged class. Therefore, the rapid emergence in post-Soviet Russia of the ...vast numbers of vulnerable 'social orphans', or children who have living relatives but grow up in residential care institutions, caught the public by surprise, leading to discussions of the role and place of childhood in the new society. Based on an in-depth study the author explores dissonance between new post-Soviet forms of family and economy, and lingering Soviet attitudes, revealing social orphans as an embodiment of a long-standing power struggle between the state and the family. The author uncovers parallels between (post-) Soviet and Western practices in child welfare and attitudes towards 'bad' mothers, and proposes a new way of interpreting kinship where the state is an integral member.

Children reared in institutional settings experience early deprivation that has lasting implications for multiple aspects of neurocognitive functioning, including executive function (EF). Changes in brain development are thought to contribute to these persistent EF challenges, but little research has used fMRI to investigate EF-related brain activity in children with a history of early deprivation. This study examined behavioral and neural data from a response conflict task in 12–14-year-olds who spent varying lengths of time in institutional care prior to adoption (N = 84; age at adoption – mean: 15.85 months, median: 12 months, range: 4–60 months). In initial analyses, earlier- and later-adopted (EA, LA) youth were compared to a group of children raised in their biological families (non-adopted, NA). NA youth performed significantly more accurately than LA youth, with EA youth falling in between. Imaging data suggested that previously institutionalized (PI) youth activated additional frontoparietal regions, including dorsolateral prefrontal cortex, as compared to NA youth. In addition, EA youth uniquely activated medial prefrontal regions, and LA uniquely activated parietal regions during this task. A separate analysis in a larger group of PI youth examined whether behavioral or brain measures of EF varied with the duration of deprivation experienced. Duration of deprivation was negatively associated with activation of default mode network (DMN) regions. Overall, results suggest that there are lasting effects of deprivation on EF, but that those who are removed from institutional care earlier may be able to recruit additional neural resources as a compensatory mechanism.

This book fills major gaps in knowledge about residential care of children, and is sure to inform ongoing debates within and between nations about the appropriate use of such institutions. Each “case ...study” chapter provides a rich description of the development, current status, and future of residential care in countries from Brazil to Botswana. Chapters describe how residential care is defined in the country in question, how it has evolved over time, including its history, trends over time, and any “landmark” events in the history of residential care. The chapters examine factors (historical, political, economic, ideological, and cultural) that have contributed to the observed pattern of development of residential care and provide a description of the current state of residential care (number of children in care, ages, average length of stay, reasons that children/youth are placed in residential care, etc.). Lastly, each case study describes expected future directions for residential care and potential concerns. Two integrative chapters provide a critical cross-national perspective, identifying common themes, analyzing underlying factors, and speculating about the future of residential child care across the globe.
