Europe and its Languages: The Fluctuating Ambiguity. Humanity has never given up the quest for the perfect language. From the lingua franca to the construction of a perfectly rational multilingual ...algorithmic code that would deliver us from what we believe to be the curse of Babel; automatic language processing has revived the dream of a standardized multilingual communication tool, fully motivated, transparent, angelic, without loss or redundancy. But the more analytically coherent and semantically bi-univocal a language is, the less able it is to signify the world and ideas. Indeed, speaking is not just about communicating, it is also about putting thought into dialogue with itself, so that it can exist with others in the polis. By delegating the encounter between people to artificial intelligence, has mankind been foolish enough to try to resolve the “faltering equivocality of the world”? Let us explore how European thought, since Antiquity, has envisaged the essence of language; perhaps we can catch a glimpse of Europe’s Being?
2004 marked a turning point in the linguistic policy elaborated and implemented in the Basque Country, in particular due to the transformation of the Public Authority, composed of the State, the ...Aquitaine Region, the Department of the Atlantic Pyrenees and the Intercommunal Syndicate for the Support of Basque Culture, into the Public Office of the Basque Language. This shows the will of the public authorities to return to a more classic scheme of local governance, with public authorities on the one hand and associative actors on the other, brought together in a Consultative Committee, and their desire to put in place a more ambitious public policy in favour of the revitalisation of the Basque language. But what about the structure, foundations and objectives of this language policy? These are the questions that this article tries to answer.
L’internationalisation est devenue une priorité des politiques des établissements d’enseignement supérieur. Cependant ces collaborations internationales, dans une situation où prédomine ...l’anglo-américain (au moins dans le monde occidental), posent des problèmes de politique linguistique et de didactique des langues. Les plus évidents sont ceux de la ou des langues utilisées dans les formations et par les enseignants eux-mêmes. Le choix des langues enseignées a de fortes incidences sur la nature des connaissances transmises, dans un marché des connaissances dont les enjeux ne sont pas uniquement cognitifs. Quant à l’enseignement de langue étrangère ou en langue étrangère, il a à tenir compte du fait que l’appropriation d’une langue ne se réduit pas à celle de ses formes, car les pratiques langagières sont des pratiques culturelles, ce qu’enseigne l’anthropologie linguistique, au moins depuis Hymes.

El objetivo de este artículo es realizar un análisis léxico-semántico y discursivo de un corpus de trescientos titulares procedentes de prensa digital en los que se caracterizan a través de metáforas ...bélicas las discrepancias surgidas en Cataluña, la Comunidad Valenciana y las Islas Baleares por la aplicación de políticas lingüísticas educativas que, supuestamente, privilegian al catalán en detrimento del español. En esta investigación se pretendía comprobar, asimismo, si los resultados del análisis del corpus se pueden interrelacionar con cuestiones ideológicas como la jerarquización de lenguas en España y el nacionalismo lingüístico. La conclusión a la que se ha llegado es que se produce una confluencia de intereses políticos, a los que la prensa contribuye, con el objetivo de caracterizar de forma conflictiva las políticas lingüísticas en las comunidades autónomas en las que el catalán es lengua cooficial.
This research aims to understand the perceptions of participants of a Ceará Language Center (CCI) in Fortaleza about the implementation of the CCI and the offer of Spanish language, to the detriment ...of their local and regional reality. With the revocation of Law 11,161 / 2005, some Brazilian states enacted their own laws specifying the continuation of Spanish offer in curricula, although this was not the case in Ceará. However, through economic issues related to tourism and the Air France-KLM / Gol hub, the Government of Ceará approved the initial creation of at least 11 CCI for teaching English and Spanish to high school students in public schools. This action constitutes a linguistic policy (PL) related to the school domain (Spolsky, 2016) that aims to expand the linguistic repertoire of young students from Ceará. The methodology is ethnographic, involving description of the scenario investigated, visitation and interviews with subjects participating in a CCI. As a result, students’, teachers’ and managers’ perceptions about the implementation of the CCI as a way of accessing and democratizing teaching and learning of LE, and the Spanish language is a resource language, easy to learn and that would enable communication, better qualification and professional position.
Esta investigação objetiva compreender as percepções de participantes de um Centro Cearense de Idiomas (CCI) de Fortaleza sobre a implementação dos CCI e a oferta de língua espanhola, em detrimento de sua realidade local e regional. Com a revogação da Lei 11.161/2005, alguns estados brasileiros promulgaram leis próprias que especificam a continuação da oferta do espanhol nos currículos, embora não tenha sido o caso do Ceará. No entanto, mediante questões econômicas relacionadas ao turismo e ao hub da Air France-KLM/Gol, o Governo Cearense aprovou a criação inicial de, pelo menos, 11 CCI para o ensino de inglês e espanhol a estudantes de ensino médio das escolas públicas. Tal ação configura uma política linguística (PL) relacionada ao domínio escolar (Spolsky, 2016) que visa ampliar o repertório linguístico dos jovens cearenses. A metodologia é etnográfica, envolvendo descrição do cenário investigado, visitação e entrevistas com sujeitos participantes de um CCI. Como resultado, compreende-se que alunos, professora e gestores entendem a implementação dos CCI como uma forma de acesso e democratização do ensino-aprendizagem de LE, e a língua espanhola seria uma língua de recurso, de fácil aprendizagem e que possibilitaria comunicação, melhor qualificação e posição profissional.
En esta investigación se propone comprender las percepciones de participantes de un Centro Cearense de Idiomas (CCI) de Fortaleza sobre la implementación de los CCI y la oferta de lengua española, en detrimento de su realidad local y regional. Con la anulación de la Ley 11.161 / 2005, algunos estados brasileños promulgaron leyes propias que especifican la continuación de la oferta del español en los currículos, aunque no fue el caso de Ceará. Sin embargo, debido a cuestiones económicas relacionadas con el turismo y el Hub de Air France-KLM / Gol, el Gobierno Cearense aprobó la creación inicial de al menos 11 CCI para la enseñanza de inglés y español a estudiantes de enseñanza secundaria de las escuelas públicas. Tal acción configura una política lingüística (PL) relacionada al dominio escolar (Spolsky, 2016) que busca ampliar el repertorio lingüístico de los jóvenes cearenses. La metodología es etnográfica, involucrando descripción del escenario investigado, visitas y entrevistas con sujetos participantes de un CCI. Como resultado, se puede comprender que alumnos, profesora y gestores entienden la implementación de los CCI como una forma de acceso y democratización de la enseñanza-aprendizaje de LE, y la lengua española sería una lengua de recurso, de fácil aprendizaje y que posibilitaría comunicación, mejoraría la cualificación y la posición profesional.
