Remarkably, grassroots-based community planning flourishes in New York City -- the self-proclaimed "real estate capital of the world" -- with at least seventy community plans for different ...neighborhoods throughout the city. Most of these were developed during fierce struggles against gentrification, displacement, and environmental hazards, and most got little or no support from government. In fact, community-based plans in New York far outnumber the land use plans produced by government agencies. InNew York for Sale, Tom Angotti tells some of the stories of community planning in New York City: how activists moved beyond simple protests and began to formulate community plans to protect neighborhoods against urban renewal, real estate mega-projects, gentrification, and environmental hazards. Angotti, both observer of and longtime participant in New York community planning, focuses on the close relationships among community planning, political strategy, and control over land. After describing the political economy of New York City real estate, its close ties to global financial capital, and the roots of community planning in social movements and community organizing, Angotti turns to specifics. He tells of two pioneering plans forged in reaction to urban renewal plans (including the first community plan in the city, the 1961 Cooper Square Alternate Plan -- a response to a Robert Moses urban renewal scheme); struggles for environmental justice, including battles over incinerators, sludge, and garbage; plans officially adopted by the city; and plans dominated by powerful real estate interests. Marginal People in Deviant Places revisits early- to mid-twentieth-century ethnographic studies, arguing that their focus on marginal subcultures—ranging from American hobos, to men who have sex with ...other men in St. Louis bathrooms, to hippies, to taxi dancers in Chicago, to elderly Jews in Venice, California—helped produce new ways of thinking about social difference more broadly in the United States. Irvine demonstrates how the social scientists who told the stories of these marginalized groups represented an early challenge to then-dominant narratives of scientific racism, prefiguring the academic fields of gender, ethnic, sexuality, and queer studies in key ways. In recounting the social histories of certain American outsiders, Irvine identifies an American paradox by which social differences are both despised and desired, and she describes the rise of an outsider capitalism that integrates difference into American society by marketing it.

A robust literature has shown that surveillance disproportionately targets poor people of color through the criminal justice and welfare systems. However, little empirical research traces the ...mechanisms through which surveillance reproduces inequality in other domains, such as subsidized housing, where private actors including property owners and landlords do the work of surveilling tenants. In this article, I apply the theoretical lens of surveillance to the case of subsidized housing to explore the symbolic and material consequences of being monitored at home. Drawing on in-depth interviews with 67 low-income Black mothers in the Sunnyside neighborhood in Houston, Texas, I argue that the scrutiny mothers face in and around their homes reproduces inequality through two key mechanisms. First, surveillance creates a home environment devoid of privacy, that mothers liken to being in prison. Mothers interpret this scrutiny as an effort to control and contain them because of their race, reinforcing racialized notions of presumptive Black criminality. Second, surveillance heightens the material risk for mothers of being caught breaking rules, which paves the way for eventual eviction and exacerbates poverty. Although mothers develop strategies to counter and at times resist disciplinary monitoring, these efforts come with drawbacks that can make surviving poverty harder. Taken together, these findings suggest that being surveilled at home not only diminishes low-income Black mothers’ status in society, but also pushes them into deeper economic precarity. This research extends our understanding of the reach of surveillance into the lives of the poor even in spaces considered to be private.
Austin, Texas, is renowned as a high-tech, fast-growing city for the young and creative, a cool place to live, and the scene of internationally famous events such as SXSW and Formula 1. But as in ...many American cities, poverty and penury are booming along with wealth and material abundance in contemporary Austin. Rich and poor residents lead increasingly separate lives as growing socioeconomic inequality underscores residential, class, racial, and ethnic segregation. In Invisible in Austin, the award-winning sociologist Javier Auyero and a team of graduate students explore the lives of those working at the bottom of the social order: house cleaners, office-machine repairers, cab drivers, restaurant cooks and dishwashers, exotic dancers, musicians, and roofers, among others. Recounting their subjects’ life stories with empathy and sociological insight, the authors show us how these lives are driven by a complex mix of individual and social forces. These poignant stories compel us to see how poor people who provide indispensable services for all city residents struggle daily with substandard housing, inadequate public services and schools, and environmental risks. Timely and essential reading, Invisible in Austin makes visible the growing gap between rich and poor that is reconfiguring the cityscape of one of America’s most dynamic places, as low-wage workers are forced to the social and symbolic margins.
In Hydraulic City Nikhil Anand explores the politics of Mumbai's water infrastructure to demonstrate how citizenship emerges through the continuous efforts to control, maintain, and manage the city's ...water. Through extensive ethnographic fieldwork in Mumbai's settlements, Anand found that Mumbai's water flows, not through a static collection of pipes and valves, but through a dynamic infrastructure built on the relations between residents, plumbers, politicians, engineers, and the 3,000 miles of pipe that bind them. In addition to distributing water, the public water network often reinforces social identities and the exclusion of marginalized groups, as only those actively recognized by city agencies receive legitimate water services. This form of recognition—what Anand calls "hydraulic citizenship"—is incremental, intermittent, and reversible. It provides residents an important access point through which they can make demands on the state for other public services such as sanitation and education. Tying the ways Mumbai's poorer residents are seen by the state to their historic, political, and material relations with water pipes, the book highlights the critical role infrastructures play in consolidating civic and social belonging in the city.

Sebastian Huebel argues that Jewish men’s gender identities, intersecting with categories of ethnicity, race, class, and age, underwent a profound process of marginalization that destabilized accustomed ways of performing masculinity. At the same time, in their attempts to sustain their conceptions of masculinity these men maintained agency and developed coping strategies that prevented their full-scale emasculation. Huebel draws on a rich archive of diaries, letters, and autobiographies to interpret the experiences of these men, focusing on their roles as soldiers and protectors, professionals and breadwinners, and parents and husbands.
Fighter, Worker, and Family Man sheds light on how the Nazis sought to emasculate Jewish men through propaganda, the law, and violence, and how in turn German-Jewish men were able to defy emasculation and adapt – at least temporarily – to their marginalized status as men.
This research study discusses urban regeneration projects and the impact of COVID-19 in Colombo, Sri Lanka. The study population constitutes urban watta communities relocated to government owned, ...high-rise housing projects. This study investigates the state response during COVID-19 and the governance of marginality. The research methodology includes participant observation, a household survey, in-depth interviews, and community based participatory methods carried out between September 2019 to January 2021. The study examines formation and perpetuation of discourses regarding urban working-classes who are perceived as 'urban underclasses'. Despite relocation in high-rise housing projects and attempts to create modern, and upgraded living, the residents in high-rise housing projects constantly experienced marginality. Marginality stemmed from socio-historical, structural factors such as dehumanising discourses, the impact of urban development projects, differential determinants that characterised communities and methods of state control. This study uses difference as an important perspective through which urban subaltern communities and everyday life can be studied. Whereas this study demonstrates that the state exerts excessive control in governing subaltern classes, they were not passive victims resigning themselves to a marginal status. They also exerted agency and engaged in resistance against the state within the post-relocation setting.

African migrants have become increasingly demonised in public debate and political rhetoric. There is much speculation about the incentives and trajectories of Africans on the move, and often these ...speculations are implicitly or overtly geared towards discouraging and policing their movements. What is rarely understood or scrutinised however, are the intricate ways in which African migrants are marginalised and excluded from public discourse; not only in Europe but in migrant-receiving contexts across the globe.Invisibility in African Displacements offers a series of case studies that explore these dynamics. What tends to be either ignored or demonised in public debates on African migration are the deliberate strategies of avoidance or assimilation that migrants make use of to gain access to the destinations or opportunities they seek, or to remain below the radar of restrictive governance regimes.This books offers fine-grained analysis of the ways in which African migrants negotiate structural and strategic invisibilities, adding innovative approaches to our understanding of both migrant vulnerabilities and resilience.
