Our oceans need a strong and effective environmental rule of law to protect them against increased pressures and demands, including climate change, pollution, fisheries, shipping and more. The ...environmental rule of law for oceans requires the existence of a set of rules and policies at multiple governance levels that appropriately regulate human activities at sea and ensure that pressures on the marine ecosystem are tackled effectively. Adhering to the rule of law through clear, predictable, coherent, and legitimate rules, and their implementation and enforcement, is timely and urgent. In this book, we are searching for ways to improve, strengthen and further develop the environmental rule of law for oceans. The book provides future-oriented perspectives on how law should evolve to better preserve the oceans. The book is concerned with the harmonisation of maritime safety legal systems in Europe. It describes maritime safety legal systems in selected European countries as well as maritime safety issues ...from the perspective of the International Maritime Organisation, European Union, and European Free Trade Association. Distinguished scholars from Europe's leading maritime law academic centres present national perspectives of maritime safety systems, questioning whether the adopted national solutions guarantee the compatibility with IMO and EU legal regime, as well as assessing the global and EU system. The BBNJ Agreement seeks to address one of the greatest challenges of the 21st century-managing our deep ocean environment, including its ecosystems and resources, in a way that does not lead to its long-term decline and maintains its potential to meet the needs of present and future generations. This article assesses the BBNJ Agreement through an analysis of its application to deep-sea vulnerable marine ecosystems (VMEs). As VMEs represent a key component of marine biodiversity and are particularly susceptible to anthropogenic disturbance, they provide a useful medium for undertaking a legal analysis of the provisions, rules, and procedures of the recently adopted instrument.

In recent years, maritime spatial planning (MSP) has become an internationally emerging, promising tool for the implementation of integrated ocean management. MSP provides the appropriate framework ...for public authorities and stakeholders to coordinate their action across sectors and administrative boundaries, and to optimize the use of natural resources. In November 2008 the European Commission adopted the Communication "Roadmap for Maritime Spatial Planning: Achieving Common Principles in the EU" (COM(2008) 791 final) aiming to facilitate the development of MSP by Member States and to stimulate its implementation at national and EU level. Core element of this Roadmap is a set of ten key principles for MSP in Europe. Although endorsed as valid and comprehensive, further discussion and research is needed to identify challenges, measures and tools for the key principle's practical application. This special issue of the Journal of Coastal Conservation: Planning and Management (JCCPM) seeks to contribute to this discussion. Its purpose is to shed light from different angles on the various aspects of the mentioned ten key principles and provide lessons learned from experience in different maritime areas around the world. Taking a more scientific, rather than a political point of view, the following articles will debate the different principles, their practical handling, as well as the consequences linked to their application.
With the rapid development of marine activities, there has been an increasing number of Internet-of-Things (IoT) devices on the ocean. This leads to a growing demand for high-speed and ultrareliable ...maritime communications. It has been reported that a large performance loss is often inevitable if the existing fourth-generation (4G), fifth-generation (5G), or satellite communication technologies are used directly on the ocean. Hence, conventional theories and methods need to be tailored to this maritime scenario to match its unique characteristics, such as dynamic electromagnetic propagation environments, geometrically limited available base station (BS) sites and rigorous service demands from mission-critical applications. Toward this end, we provide a survey on the demand for maritime communications enabled by state-of-the-art hybrid satellite-terrestrial maritime communication networks (MCNs). We categorize the enabling technologies into three types based on their aims: 1) enhancing transmission efficiency; 2) extending network coverage; and 3) provisioning maritime-specific services. Future developments and open issues are also discussed. Based on this discussion, we envision the use of external auxiliary information, such as sea state and atmosphere conditions, to build up an environment-aware, service-driven, and integrated satellite-air-ground MCN.
