Resumen
En 2020 la pandemia causó una crisis del mercado de trabajo más profunda que la generada por la crisis financiera mundial de 2009. Las medidas de contención fueron la principal causa del daño ...a los mercados de trabajo, que afectó particularmente a las economías de ingreso mediano, así como a ciertos sectores, como las actividades de alojamiento y servicio de comidas, y determinados grupos poblacionales, como las mujeres jóvenes. Frente a los procesos de ajuste del empleo impuestos en la crisis financiera mundial, durante la crisis de la COVID‐19 la inactividad ha aumentado más que la desocupación. Deben mantenerse las políticas de apoyo para evitar la desigualdad en la recuperación.
Abstract This study examines the nexus among energy consumption, CO2 emissions, financial development, and economic growth in 23 developing countries. The econometric approach is based on panel ...pairwise Granger causality and GMM estimations of panel VAR-Granger causality with fixed effects. Our study is probably one of the first to estimate joint relationships between financial (bank credit to private sector and liquid liabilities), energy (primary energy consumption and electricity generation), environmental (CO2 emissions), and economic variables (GDP and inflation rates) in less developed economies over the 2001-2019 period. The results confirm bidirectional causality between financial development and CO2, financial development and GDP, and primary energy consumption and CO2; and unidirectional from financial development to energy consumption and from electricity generation to CO2. We did not find evidence of a relationship between GDP and energy or CO2 emissions. Due to data availability, we could not complement our analysis with further testing, which would enrich the results. The research may guide policymakers in designing policies to reduce contamination, improve energy use, and promote financial development.
El objetivo de este trabajo fue descubrir la estrategia actual del Ecuador sobre la atracción de inversión extranjera directa. Se realizó un acercamiento histórico al Régimen Internacional de ...Inversiones en el que Ecuador se ha desenvuelto y se elaboró una indagación cualitativa, bibliográfica y de campo respecto de la política exterior ecuatoriana en materia de inversiones a partir de las acciones ejecutadas entre 2007 y 2019 por sus gobiernos. El análisis ha demostrado que los flujos de inversión extranjera directa recibida por Ecuador no han mejorado, a causa de un discurso cambiante: entre 2007 y 2017, al denunciar el sistema de arbitraje y los acuerdos internacionales de inversión firmados y entre 2017 y 2019, al promover la firma de nuevos convenios.

Transitional administrations represent the most complex operations attempted by the United Nations. The missions in Kosovo (1999—) and East Timor (1999–2002) are commonly seen as unique in the ...history of the United Nations. But they may also be seen as the latest in a series of operations that have involved the United Nations in ‘state‐building’ activities, in which it has attempted to develop the institutions of government by assuming some or all of those sovereign powers on a temporary basis. Viewed in light of earlier UN operations, such as those in Namibia (1989–1990), Cambodia (1992–1993), and Eastern Slavonia (1996–1998), the idea that these exceptional circumstances may not recur is somewhat disingenuous. The need for policy research in this area was brought into sharp focus by the weighty but vague responsibilities assigned to the United Nations in Afghanistan (2002—) and its contested role in Iraq (2003—).This book seeks to fill that gap. Aimed at policy‐makers, diplomats, and a wide academic audience (including international relations, political science, international law, war studies, and development studies), the book provides a concise history of transitional administration and a treatment of the five key issues confronting such operations: peace and security, the role of the United Nations as government, establishing the rule of law, economic reconstruction, and exit strategies. Research for the book has been conducted through extensive field research and interviews with key UN staff and local representatives in almost all of the territories under consideration. The unifying theme is that, while the ends of transitional administration may be idealistic, the means cannot be.
International institutions are important regulators of the trade–environment relationship. Many of them deploy trade measures for environmental purposes, with mixed results. The Basel Convention is ...one case where trade restrictions have not succeeded in curbing movements of hazardous waste or protecting vulnerable countries from waste dumping. Current literature emphasizes North–South conflict under the Basel Convention as a main reason for these shortcomings. This paper returns to the fundamental question as to why countries engage in this trade. It contends that hazardous wastes are not only characterized by their environmental impacts, but are also distinct in the ways they are generated, distributed, and managed. I argue that global economic integration has commodified these wastes, and countries are increasingly diverging on their views of hazardous materials. This paper draws from the under‐utilized Basel Convention Database and other sources to piece together a holistic picture of the global hazardous waste movements. It identifies three types of countries with distinct trade orientations: industrialized countries trading the largest amounts of hazardous wastes and with considerable specialization; newly industrializing countries as influential players in hazardous waste generation and management; and least developed countries, which oppose waste trade yet suffer from waste dumping. As globalization deepens, management of hazardous wastes may require extensive trade of hazardous materials between countries of varying capabilities and interests. Contrary to its current trade minimization approach based on a crude North–South dichotomy, the Basel Convention may benefit from an approach that motivates capable countries to import wastes and one that builds capacity for intended waste importers.

Las instituciones internacionales son importantes reguladores de la relación comercioߚmedio ambiente. Muchos de ellos implementan medidas comerciales con fines ambientales, con resultados mixtos. El Convenio de Basilea es un caso en el que las restricciones comerciales no han logrado frenar los movimientos de desechos peligrosos ni proteger a los países vulnerables del vertido de desechos. La literatura actual enfatiza el conflicto NorteߚSur bajo el Convenio de Basilea como la razón principal de estas deficiencias. Este documento vuelve a la pregunta fundamental de por qué los países participan en este comercio. Sostiene que los desechos peligrosos no solo se caracterizan por sus impactos ambientales, sino que también son distintos en la forma en que se generan, distribuyen y gestionan. Sostengo que la integración económica global ha mercantilizado estos desechos, y los países están divergiendo cada vez más en sus puntos de vista sobre los materiales peligrosos. Este documento se basa en la Base de Datos del Convenio de Basilea infrautilizada y otras fuentes para armar una imagen holística de los movimientos globales de residuos peligrosos. Identifica tres tipos de países con distintas orientaciones comerciales: países industrializados que comercializan las mayores cantidades de desechos peligrosos y con una especialización considerable; nuevos países industrializados como actores influyentes en la generación y gestión de residuos peligrosos; y los países menos adelantados, que se oponen al comercio de residuos y sufren el vertido de residuos. A medida que se profundiza la globalización, el manejo de los desechos peligrosos puede requerir un amplio comercio de materiales peligrosos entre países de capacidades e intereses variables. Contrariamente a su enfoque actual de minimización del comercio basado en una cruda dicotomía NorteߚSur, el Convenio de Basilea puede beneficiarse de un enfoque que motive a los países capaces de importar desechos y que desarrolle capacidad para los importadores de desechos previstos.
How did North Korea's nuclear research community develop in the context of its science and technology policy, and how did this development reflect progress in North Korea's nuclear program? We ...conduct network analysis using a dataset of North Korean domestic scientific journal articles to assess the structure of the North Korea's nuclear research communities from the beginning of the country's nuclear program until its capability “completion” in 2018. We find that the networks showed increasing internal density of research collaborations, suggesting North Korea was able to improve knowledge transfer, and consolidate its nuclear research community over time. Furthermore, different areas of nuclear‐related research increased interconnectivity over time, particularly in the run‐up to milestones in North Korea's nuclear development. We close with implications for engaging with North Korea on science and technology issues.

朝鲜的核研究社区在其科学和技术政策情境下是如何发展的，并且这种发展如何反映朝鲜核计划的进展？我们对一项关于朝鲜国内科学杂志文章的数据集进行网络分析，以期评估从朝鲜核计划开始到2018年核能力“完成”期间该国核研究社区的结构。我们发现，核研究网络的内部协作密度有所增加，这说明在此期间朝鲜能逐步提升知识转移并巩固其核研究社区。此外，核能相关研究的不同领域逐渐提升了互通性，尤其在朝鲜核发展里程碑的准备阶段。我们的结论为研究朝鲜科学与技术问题一事提供了意义。
Resumen
¿Cómo se desarrolló la comunidad de investigación nuclear de Corea del Norte en el contexto de su política de ciencia y tecnología, y cómo reflejó este desarrollo el progreso en el programa nuclear de Corea del Norte? Realizamos análisis de red utilizando un conjunto de datos de artículos de revistas científicas nacionales de Corea del Norte para evaluar la estructura de las comunidades de investigación nuclear de Corea del Norte desde el comienzo del programa nuclear del país hasta su ’finalización’ de capacidad en 2018. Encontramos que las redes mostraron un aumento interno densidad de colaboraciones de investigación, lo que sugiere que Corea del Norte pudo mejorar la transferencia de conocimientos y consolidar su comunidad de investigación nuclear con el tiempo. Además, diferentes áreas de la investigación relacionada con la energía nuclear aumentaron la interconectividad a lo largo del tiempo, particularmente en el período previo a hitos en el desarrollo nuclear de Corea del Norte. Cerramos con las implicaciones de colaborar con Corea del Norte en cuestiones de ciencia y tecnología.
