Ange-Marie Hancock argues that longstanding beliefs about poor African American mothers were the foundation for the contentious 1996 welfare reform debate that effectively ended welfare as we know it. By examining the public identity of the so-called welfare queen and its role in hindering democratic deliberation, The Politics of Disgust shows how stereotypes and politically motivated misperceptions about race, class and gender were effectively used to instigate a politics of disgust.
The ongoing role of the politics of disgust in welfare policy is revealed here by using content analyses of the news media, the 1996 congressional floor debates, historical evidence and interviews with welfare recipients themselves. Hancock's incisive analysis is both compelling and disturbing, suggesting the great limits of today's democracy in guaranteeing not just fair and equitable policy outcomes, but even a fair chance for marginalized citizens to participate in the process.

Drawing on in-depth interviews and fieldwork in Mississippi faith communities, it examines how religious conviction and racial dynamics shape congregational benevolence. Mississippi has long had the nation's highest poverty rate and was the first state to implement a faith-based welfare reform initiative. The book provides a grounded and even-handed treatment of congregational poverty relief rather than abstract theory on faith-based initiatives. The volume examines how congregations are coping with national developments in social welfare policy and reveals the strategies that religious communities utilize to fight poverty in their local communities. By giving particular attention to the influence of theological convictions and organizational dynamics on religious service provision, it identifies both the prospects and pitfalls likely to result from the expansion of charitable choice.

Inventing the Needyoffers a powerful, innovative analysis of welfare policies and practices in Hungary from 1948 to the last decade of the twentieth century. Using a compelling mix of archival, ...interview, and ethnographic data, Lynne Haney shows that three distinct welfare regimes succeeded one another during that period and that they were based on divergent conceptions of need. The welfare society of 1948-1968 targeted social institutions, the maternalist welfare state of 1968-1985 targeted social groups, and the liberal welfare state of 1985-1996 targeted impoverished individuals. Because they reflected contrasting conceptions of gender and of state-recognized identities, these three regimes resulted in dramatically different lived experiences of welfare. Haney's approach bridges the gaps in scholarship that frequently separate past and present, ideology and reality, and state policies and local practices. A wealth of case histories gleaned from the archives of welfare institutions brings to life the interactions between caseworkers and clients and the ways they changed over time. In one of her most provocative findings, Haney argues that female clients' ability to use the state to protect themselves in everyday life diminished over the fifty-year period. As the welfare system moved away from linking entitlement to clients' social contributions and toward their material deprivation, the welfare system, and those associated with it, became increasingly stigmatized and pathologized. With its focus on shifting inventions of the needy, this broad historical ethnography brings new insights to the study of welfare state theory and politics.

Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, ‘vertical re-scaling’ of authority and ‘horizontal re-mix’ in the supply system. The consequences of such changes are evaluated from different perspectives – governance, social and territorial cohesion, labour market, gender – and are eventually deemed ‘disruptive’ in both economic and social terms.
