Mentoring, job search programmes, further training and support to facilitate daily living are the primary tools for public bodies to deal with long-term unemployment. In a report published in 2019, ...the European Commission assessed the progress made by Member States following the 2016 Council Recommendation on the integration of the long-term unemployed into the labour market.An important factor in examining the dynamics of the labour market is that long-term unemployment generally affects well-defined groups of people (such as the undereducated, the disabled, disadvantaged minorities) on the one hand and that, though the long-term unemployed make up half of the total number of unemployed persons in the Union, they account for less than a fifth of the participants in active labour market measures on the other hand. All this has a wide potential for development.The study examines in three parts the conceptual, practical, and regulatory contexts of long-term unemployment, taking into account the aspirations of the Union, the regulatory issues to be answered by national legislators, and, finally, the internal dynamics of the labour market.

On the other hand, EU law aims to combat bogus self-employment and to provide social protection for the self-employed, recognizing the wide spectrum of their labour market situation. The case law of the Court of Justice of the European Union, discussed in this article, plays an important role in extending the personal scope of the concept of ‘worker’ under various social policy directives to persons who perform work on a basis other than an employment relationship, working under similar conditions. Inclusive social security aims to provide fair and equitable social protection for all people, regardless of their personal characteristics and health status. This is achieved by developing ...educational policies and information programs that consider citizens' diverse needs and realities, ensuring their active participation in society and supporting their well-being. Recently, society has been paying much attention to the problems of this category of citizens. This interest is dictated, first, by the fact that today, in Ukraine, there is a tendency to increase the number of persons with disabilities, which is directly caused by the full-scale invasion of the Russian Federation into the territory of Ukraine. This research article aims to study the inclusive social security field in Ukraine, determine the role of the state and the public sector, and identify prospects for improving this area. The methodology for studying the role of the state and the public sector in inclusive social security uses various methods: dialectical, systemic, systemic-structural, functional, logical, and interpretation of legal norms. These methods help to understand and improve social security for a more inclusive information society.
This study aims to achieve the goal of cultivating and reserving emerging professional talents in social security law, improve the curriculum and mechanism of entrepreneurship education, and improve ...students' entrepreneurial willingness and entrepreneurial ability. Deep learning technology is used to study the psychological effects of entrepreneurship education for college students majoring in social security law. Firstly, the concept of entrepreneurial psychology is elaborated and summarized. A related model is designed using the theory of proactive personality and planned behavior through questionnaire survey and regression analysis to explore the relationship between students' entrepreneurial psychology and entrepreneurial intention. Secondly, an entrepreneurship education method based on deep learning is proposed, and a teaching model of multi-dimensional collaborative entrepreneurship education practice is constructed. On this basis, the deep learning algorithm combines the characteristics of the personalized recommendation algorithm to construct an efficient Problem-Based Learning (PBL) learning resource recommendation algorithm. Finally, the proposed method is tested. The results show that the Significant (Sig.) value of students who have participated in PBL deep learning courses is less than 0.05, indicating that PBL significantly improves students' learning ability and the ability to deal with entrepreneurial environments. The results verify the impact of entrepreneurial learning on entrepreneurial intentions. The research on PBL online learning recommendation system shows that the proposed recommendation algorithm is superior to the traditional recommendation algorithm in both roots mean square error value and mean absolute error value on both datasets. The proposed method provides a new idea of reform and innovation to cultivate social security law professionals and the cultivation of the reserve model.
The aim of this research is to determine whether fathers use maternity leave and to what extent, and whether there is space for improving the laws governing this area, as well as public policies that ...would increase the participation of men in family life. The ultimate goal is to increase the participation of women in the labor market by amending and applying the appropriate provisions of the current laws and implementing public policies aimed at promoting the right for both parents to use maternity leave. In the first part of the research, we present the legal framework for regulating maternity leave, that is, we analyze the most important provisions of the Labor Law in B&H Institutions, FB&H Labor Law, RS Labor Law and District Brčko of B&H Labor Law, Law on Social Protection, Protection of Civilian Victims of War and Protection of Families with Children (Federation of Bosnia and Herzegovina) i.e. the laws on child protection (Republika Srpska and District Brčko), as well as accompanying bylaws. The second part contains basic information on the administrative procedures for using maternity leave, on the number of fathers who submitted a request for compensation instead of salary during maternity leave, and on the competent bodies for deciding on this issue. The research has shown that only 0.36% of fathers exercised the right to compensation instead of salary during maternity leave. In the third part, we analyzed the responses of 500 fathers who were surveyed by the public opinion polling agency and who had a child between 2016 and today,1 as well as the responses of eight fathers who used maternity leave during this period, and who were interviewed in focus groups. We chose this period because it was only in 2016 that this right was guaranteed to fathers as well. More than half (57.8%) of the surveyed fathers responded that they were not familiar with the right to use maternity leave. 73.4% of fathers said that they would have used maternity leave if they had known that this possibility existed. 28.8% of fathers were informed about this right by their employers. Out of the total number of fathers who did not use maternity leave, 49.7% of fathers did not know they could exercise this right, i.e. they were not sufficiently informed about the possibilities. 11.2% of fathers believe they do not need maternity leave because women are the ones who take care of children. 6.3% of fathers believe that no one exercises this right. 55.2% of fathers believe that the term parental leave is more appropriate compared to the term maternity leave, which is currently being used in labor laws. In the end, based on the collected data and findings obtained, we made recommendations, which the state should apply in order to enable both fathers and mothers to exercise this right equally. Given that a large number of fathers (more than half) stated they did not know about the possibility of using maternity leave, it is necessary to implement appropriate campaigns to raise awareness, but also to require employers to introduce the employees with their rights. In addition, the laws don't provide the same type of protection to fathers taking maternity leave as for mothers, and it is necessary to amend labor laws and other regulations that govern this area so that fathers also receive compensation while using maternity leave, have the right to leave in case of stillbirth, and have a guaranteed period of maternity leave that cannot be waived or transferred to the mother, in accordance with the European Union Directive on Work-Life Balance for Parents and Carers.
Employment of officers in customs and tax administration after the reform The article presents the legal regulations concerning the officers of the former Customs Service adopted by the legislator on ...the occasion of the reformed customs and tax administration and the establishment of the National Tax Administration. The institution of terminating the service relations of officers by law was introduced, as well as transforming the service relations into contractual relations as a result of offering the officer further work in the structures of this administration and accepting this proposal by him. Problems with interpreting these solutions were visible in the varied jurisprudence of administrative courts as well as common courts. In order to understand these difficulties, some of the justifications of the judgments have been presented more broadly. In line with these considerations, the thesis is justified that in recent years the legislator has increasingly resorted to this type of solutions and introduced institutions of termination of employment relations by law, and their cause is not “exceptional, special circumstances justified by the state system reform,” which was emphasized by the Constitutional Tribunal, only reforms related to organizational transformations in public administration.
