Decentralisation - centralisation and autonomy in the Slovenian school system : a case study of "constructed" views

In 1991 Slovenia gained independence and in 1996 the new legislation concerning education was approved by parliament. The legislation was based on general principles, one of them being autonomy. The ...new legislation also embraced current trends on de-centralisation. Within this framework, the study on Decentralisation - centralisation and autonomy was undertaken. The study was designed as a qualitative, exploratory case study of "constructed views" of those involved - 6 head-teachers, 6 teachers and the former Minister of Education and Sport. It also brought into focus the reflexive view of the researcher. Emerging themes included questions of "visibility" and what I came to call the "autonomy given - autonomy taken" relationship. Visibility cannot be understood as a unified, generic concept, but it is variously constructed in interaction, as a series of complex and perpetually changing perspectives that alter as the world changes. "Travelling" through the system does not straightforwardly enhance an individual's visibility, because systems, people and contexts change. There is a perpetual and unresolvable tension between what participants in the study understand, perceive and "see" as autonomy "given" to them by the "Centre", and what they "take", wanted to take, see and understand as their field of freedom for autonomous decisions and actions. The research findings include implications for theory, management practice, the National Leadership School and for myself, as a reflective practitioner.
