    This paper is the second report of a basic study on the inter-regional cooperation based on the theory of endogeneous development. It takes three municipalities in the northeastern part of Yamanashi Prefecture, Enzan City, Makioka-cho and Mitomi-mura, as the fields of research. This study aims to work out the measures for regional revitalization through rediscovery and re-recognition of regional resources based on a fieldwork and to examine the functions of inter-regional cooperation. This research do the following process to establish the measures for regional revitalization; (1) developing eight Basic Principles concerning regional development, with regional resources at its center, as a guideline for regional revitalization, (2) developing Practical Models as an embodiment of these principles, on the premise that each party plays its own role, and (3) as activities based on the Practical Models proceed, multiple Basic Principles, all of which are closely connected to each other through Practical Models, will be attained, which brings realization of regional revitalization based on inter-regional cooperation that embraces these three municipalities all together. In these measures, inter-regional cooperation works as the following; (1) each one of the residents has a role to play, (2) regional revitalization is based on reconfirmation and re-recognition of the life culture on the whole, (3) regional resources shall be preserved and created as a regional identity, and (4) untapped regional resources shall be put into use to create variety of products.
