본 연구의 목적은 대한체육회 회장선거제도 개편에 관한 쟁점을 도출하고 관련된 상황 및 사실관계 등을 진단, 향후 해소가 필요한 정책 과제를 제시하는데 두었다. 연구결과는 쟁점 분석, 진단 및 논의, 정책 과제 등 크게 세 부분으로 구분하여 도출하였다. 쟁점 분석에서는 법적근거, 업무공백, 선거의 공정성 등 세 가지 측면에서 스포츠포럼 실천, 스포츠문화연구소, 체육시민연대와 대한체육회 양측의 주장이 대립하고 있다는 것을 도출할 수 있었다. 진단 및 논의에서는 세 가지 쟁점사항별로 상황 및 사실관계 등을 파악하였고 세 가지의 쟁점사항 중 법적근거를 제외하고 업무공백, 선거의 공정성에 있어서는 이론의 소지가 있다는 것을 확인할 수 있었다. 마지막으로 정책 과제에서는 최근 대한체육회에서 제안한 것과 같이 회장선거제도 개편을 추진하되 관련 제도에 있어서 일부 보완이 필요하다는 결과를 도출하였다. 일부 보완이 필요한 정책 과제로서 업무공백에 따른 불확실성을 해소할 수 있는 대책, 선거의 공정성을 확보할 수 있는 안전장치 그리고 의견수렴 및 소통창구 등의 마련을 제시하였다. The purpose of this study was to draw up issues related to the reform of the election system for the president of the Korean Sport & Olympic Committee, diagnose the relevant circumstances, facts, etc., and present policy tasks that require future resolution in the future. The results of the study were derived in three main sections: issue analysis, diagnosis and discussion, and policy tasks. In the analysis of the issue, the arguments of both the Sports Forum Practice, the Sports Culture Institute, the Sports Citizens’ Solidarity and the Korean Sport & Olympic Committee were found to be at odds in three aspects: legal grounds, work vacancies, and the fairness of elections. The diagnosis and discussion clearly identified the situation and facts of each of the three issues and confirmed that there was a possibility of theory in terms of work vacuum and election fairness except for legal grounds among the three issues. Finally, the policy task resulted in the reform of the presidential election system, as recently proposed by the Korean Sport & Olympic Committee, but needed some supplementation in the related system. It is also necessary to prepare measures to resolve uncertainties caused by work gaps and to secure safety measures to ensure fairness in elections, and to collect opinions and communicate with each other.
